NARRATIVE DESCRIPTION: The applicant is the Town of Beaufort, through their lessee of the town docks, Mr. Haywood Weeks. Mr. Weeks proposes to replace fixed docks with floating, requiring an expansion of the incorporated open water area over that currently incorporated. The site is the Beaufort waterfront, within the existing public marina located in Taylor's Creek. Currently there are 81 slips provided to the public within this marina, along a stretch of leased shoreline of approximately 1350 linear feet. The middle three docks, which are uniform in design, constitute the subject of this application. Taylor's Creek is in excess of 800' across at the project location. The Town of Beaufort Land Use Plan classifies Taylor's Creek as Conservation, by virtue of the fact that it lies within a CAMA Area of Environmental Concern. The waters carry a Water Quality Classification of SC, are closed to the taking of shellfish for consumption, and are not designated as Primary Nursery Area. The area is serviced by municipal water and sewer, and provides a pumpout station for boaters. Currently, this portion of the marina incorporates approximately 37,100 square feet of Public Trust Area, and provides 30 slips. The request is to change the middle three docks from fixed to floating. This will require the removal of the 24 mooring pilings and the 3 docks from a point approximately 24' offshore to the end. A floating pier will be replaced for each fixed, 70' x 6'. This is approximately 4' longer than the existing. Two finger piers of 50' x 4' will be constructed adjacent to the bulkhead at each dock intersection, and two more 40' waterward of those, for a total of 12 finger piers. T- heads will be constructed at the waterward ends of the floating piers, 100' x 5'8" in size. At this point, Taylor's Creek is 16' deep. There will be 12 new mooring pilings located adjacent to the 36 remaining, to define the same 30 slips. The overall project will extend approximately 10' further into the creek than the existing, for an overall length of 100'. The submitted plat indicates that the proposed docks will terminate from 210' to 305' from the federal channel within the project location. However, Taylor's Creek has a federal harbor/pierhead line that governs the location of docking facilities in this area. The harbor line is depicted on the plats, and is located approximately 62' from the bulkhead. The existing docks extend beyond this line approximately 28', and the proposed will encroach approximately 38' beyond the line. The location of the docks is well within the riparian corridors (> 175') for this stretch of shoreline. 10. ANTICIPATED IMPACTS: The project as proposed will incorporate approximately 42,400 sf, or 5300 more than the existing 37,100 sf. The area shaded by decking will approximate 2562 sf. Total number of mooring slips will remain unchanged at 30, for the same types and sizes of vessels. The encroachment into the federal harbor line will be increased by 10'. The unusually swift current and strong beam winds at this location cause continual breaking of free standing pilings. Aside from being very expensive to replace these pilings when they break, it also removes slips from the use of the general public visiting Beaufort by boat. Often this removal of slips lasts for lengthy periods of time, since it requires a large commercial barge with a large crane and trained crew to replace them, and such a barge is not always available. These pilings are 50 feet long and over a foot in diameter and can not be manhandled without a large barge and crane. Floating docks would help alleviate the problem. Additionally, floating docks themselves act as a mitigating factor on the current and are much safer for boaters to use with our tidal range of 3 '/2 to 5 feet. We have 30 existing fixed slips that we would like to replace with 30 floating slips. Although there will be no increase in the number of slips, the width of the slips need to be increased to accommodate the increased widths of boats now visiting these docks since their original construction. Additionally, some of the fixed finger piers are only 1 '/2 feet wide at points, and floating finger piers cannot be stable or safe at these widths and must be increased significantly.
