Smith + Gardner 1S+GI is pleased to submit this Tier 2 Discharge Monitoring Report (DMRI for
stormwater monitoring at the Halifax County Landfill. The site is located in Halifax County, North
Carolina. The facility is permitted to discharge stormwater related to landfilling activities under the
NPDES program by the General Permit No. 120000 (permit], issued by the North Carolina Department
of Environmental Quality, Division of Water Quality. The facility is required to monitor discharge at
Stormwater Discharge Outfall (SD01 Basin #1.
Basin # 1 entered Tier II status for chemical oxygen demand (COD) in June after a second sample
exceeded the benchmark threshold. The sample collected during the July event exceeded the
benchmark threshold for COD. We are providing two 121 copies of the DMR report for this submittal.
