On December 5, 2017, the Division of Energy, Mineral and Land Resources received your request to rescind
your NPDES Stormwater Permit Number NCG 100006. In accordance with your request, Stormwater Permit
Number NCGI00006 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of
the State without valid coverage under an NPDES permit is against federal and state laws and could result in
fines. If something changes and your facility would again require stormwater or wastewater discharge permit
coverage, you should notify this office immediately. We will be happy to assist you in assuring the proper
permit coverage.
If the facility is in the process of being sold, your will be performing a public service if you would inform the
new or prospective owners of their potential need for NPDES permit coverage.

Water Quality, conducted a site inspection for the Hi -Way Used Parts facility located at 5671 Hwy 72E,
Robeson County, North Carolina. A copy of the inspection report is enclosed for your review.
Stormwater from the facility drains to receiving waters designated as Lumber River located in the
Lumber River Basin. The site visit and file review revealed that the subject facility is covered by
NPDES Stormwater General Pennit-NCG100006.
Accordingly, the following observations and/or permit conditions violations were noted during
the Division of Water Quality inspection:

Please take notice that this certificate of coverage is not transferable except after notice to the Division
of Environmental Management. The Division of Environmental Management mayxequire modification or
revocation and reissuance of the certificate of coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the
Division of Environmental Management or permits required by the Division of Land Resources, Coastal
Area Management Act or any other Federal or Local governmental permit that may be required.

regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the
Federal Water Pollution Control Act, as amended,

NC Hwy 72 E
Lumberton
Robeson County
to receiving waters designated as Lumber River in the Lumber River Basin
in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III
and IV of General Permit No. NCGI00000 as attached.
This Certificate of Coverage shall become effective November 4, 1994.
This Certificate of Coverage shall remain in effect for the duration of the General Permit.

Ricky,
I can't find any indication that this facility sent in a renwal in
1997. We sent them two letters requesting that they renew - 2/28/97 and
7/22/97. So, they don't appear to have ever requested renewal until
this year after your site visit. If you have any other information let
me know.
