APre-construction Notification Form is attached. The proposed project is a residential development with associated roads and utilities. The approximately 56-acre property is located south of Honeycutt Road (SR 2765) approximately 1100 feet west of its intersection with Highway 55 near Fuquay-Varina, NC. Please refer to the attached USGS site vicinity map for the location of the Project site. The property contains approximately 19.97 acre of jurisdictional wetlands of which 0.4111 acre will be impacted by the proposed Willow Creek Subdivision. Of the total proposed impacts, three road crossings will impact 0.3351 acre (NWP 39) and two utility lines will impact 0.0760 acre (NWP 12) of wetlands. Previous impacts totaling 0.16 acre were permitted for the adjacent park (Action ID #200021195) (DWQ Project # 000778), which the USACE has determined to be part of the same property. The total impacts proposed and previously permitted, will equal 0.5711 acre (0.16 acre previously permitted, 0.3351acre permanent impacts, and 0.0760 acre temporary impacts). The channel impacts for the proposed project will equal 2321inear feet (1041inear feet for Road Crossing 1 and 1281inear feet for Road Crossing 2). The subsequent Neuse River Buffer impacts for Road Crossing 1 will equal 0.1476 acre (i.e. less than 1/3 acre). The Neuse River Buffer impacts resulting from Road Crossing 2 will equal 0.1789 acre (i.e. less than 1/3 acre). On October 17, 2000, Mr. Steve Mitchell of the DWQ verified the Neuse Buffer and should be sending a verification letter soon. Because both road crossings create less than 1/3 acre of Neuse Buffer impacts, S&EC dces not believe any buffer mitigation should be required. If for some reason mitigation is required, our client proposes payment into the NC Wetland Restoration Program. Due to the shape of the property and the position of the wetlands and channel features the road crossings are required in order to access the entire property. 'The slope and fill material for each crossing has been mnumized to the most practicable extent. No unnecessary lot fill has been requested. The third road crossing (see impact maps) is required to access the eastern portion of the property and was redesigned and curved in order to minim;~e and avoid any unnecessary wetland impacts. The placement of the sewer lines and their subsequent wetland impacts are due to a requirement from the town of Fuquay Varina . The sewer lines were tied into the road crossings in order to reduce the amount of wetland, channel, and buffer impacts that would be associated with additional perpendicular utility crossings. If any further justification or information is required, please contact Diehl and Phillips, PA the project engineers. Please note that the wetland delineation was approved on February 25, 1998 by Mr. Eric Alsmyer of the US Army Corps of Engineers, Raleigh Regulatory Field Office. The acreage of jurisdictional wetlands impacts associated with the project does not exceed the DWQ one-acre mitigation threshold. In the four phased project, 8.04 acres have been designated as open space. This open space is in and adjacent to wetlands. The 50' Neuse River Buffers have been applied to the two main channels on property and with exception to the two required road crossings the buffers will not be disturbed. Description of proposed work including discussion of type of mechanical equipment to be used (attach plans 81/2" x 11" drawings only): Fill material will be placed in wetlands for the construction of two roads. Also wetland areas will be excavated in order to install below ground utilities. The excavated areas will be returned back to predisturbance grade. Mechanical equipment will include heavy machinery typically used to complete the above- mentioned activity. 13. Purpose of proposed work: The site is a proposed residential subdivision. The proposed roads will provide access to the otherwise isolated portions of the property. The utility lines will provide sewer access to the home lots. 14. State reasons why it is believed that this activity must be carried out in wetlands (include any measures taken to minimize wetland impacts): Due to the L-shape of the property, the only way in which to access the southern portion of the property is to cross the two channels and their adjacent wetland areas. Likewise in order to access the eastern portion of the property the corner of a wetland feature will be impacted even after curving the road to avoid it. The placement of the utility lines and their subsequent impacts were due to a requirement of the town of Fuquay Varina. Impacts to the remaining wetland areas will be minimized through implementation of the appropriate sediment and erosion control practices. 15. You are required to contact the U.S. Fish and Wildlife Service (USFWS) and/or National Marine Fisheries Service (NMFS) (see agency addresses sheet) regarding the presence of any federally listed or proposed for listing endangered or threatened species or critical habitat in the permit area that may be affected by the proposed project. All streams (intermittent and permanent) on the property must be shown on the map. Map scales should be 1 inch equals 50 feet or 1 inch equals 100 feet or their equivalent. The wetland delineation line provided on the site plan/impact map, which was originally prepared for the Old Honeycutt Road P.U.D., was certified by Mr. Eric Alsmeyer on February 25, 1997. The Action ID Numbers for permits obtained for Willow Creek Subdivision and the Honeycutt Road Park, which is a part of the Old Honeycutt Road P.U.D., are 199708098, 199708099, 199708100, & 200021195. b. If available, representative photograph of wetlands to be impacted by project. c. If delineation was performed by a consultant, include all data sheets relevant to the placement of the delineation line.
