Dear Ms. Lucas:
Please accept the following correspondence as notification of the forthcoming merger of GARCO,
Inc. into Covanta Environmental Solutions, LLC. ("CES, LLC") with CES, LLC surviving and
continuing the operations of the Asheboro, NC site under EIN #47-3030724. The anticipated date
for the consolidation and beginning of operations is January 1'lv 2017. As of January 1, 2017, the
company will be dissolved as a result of the merger, and Covanta Environmental Solutions, LLC
will survive and own and operate the Asheboro, NC site. With this merger, GARCO, Inc. and
CES, LLC. formally requests that the NPDES Stormwater Permit (General Permit-NCG080000
with a Certificate of Coverage-NCG080647) for the(25u3 1Vorin Fayetteville Street in Asheboro
(Randolph County) NC site be modified for transfer to CES, LLC on January 1 ", 2017. For any
and all subsequent permit modification applications sent to your offices before or after the date
of this correspondence that will be issued after the January 11, 2017 date, we request that they be
issued to CES, LLC. We are including, per your instruction, a copy of the stock sale of company
