It is the understanding of the Division that the subject facility is closed as an armory, and the property has
reverted back to the Town of Bladenboro. In accordance with this information, NPDES General Permit
NCGO80536 is rescinded, effectively immediately.
Please be advised that this permit rescission is based wholly upon the activities which would require
general permit coverage at the site have ceased or been eliminated. Division staff has not visited the site
to obtain independent verification. Operating a treatment facility, discharging wastewater or discharging
stormwater to waters of the State without a valid NPDES Permit will subject the responsible party to a
civil penalty of up to $25,000 per day. Enforcement action will be certain for persons that have
voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. If, in
retrospect, you feel the sites still require permit coverage, you should notify this office immediately.
Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first
apply for and receive a new NPDES Permit.

Your Iacility is currently covered for stormwater discharge under General Permit NCG080000. This permit expires
on August 31, 2002. The Division stuff is currently in the process of rewriting this permit and is scheduled to have
the permit t'CiSSOed by late Smintle' of 2002. Once the per is reissued. your facility would he eligible for
continued coverage under the rcissucd permit.
In order to assure your continued coverage under the general pormil. you muss apply to the Division of Walcr
Quality (DWQ) for renewal of your permit coverage. Tu make this renewal process easier, we are informing VOL] in
advance that your permit will be expiring. Enclosed you will find it General Permit Coverage Renewal
Application Form. 'rhe application must be completed and returned by March 4. 2002 in order to assure continued
coverage under the general permit.
Failure to request renewal within this time period may result in it civil asscssmcnt of al least $250.00. Larger
penahies play be assessed depending on the delinquency of lire request. Discharge of stonnwatcr from your facility
without covctage under it valid stormwater NPDES permit would constitute a violation of NCGS 143-215.1 and
could result in assessnlenls of civil penalties of up to $ I(1.000 per day.
Please note that recent federal legislation has extended the "no cxposurc exclusion" to all operators of industrial
facilities in any of the I I categories of "storm water discharges associated with industrial activity," (except
construction activities). If you feel your Iacility can certify it condition of "no exposure", i.e. the tacitly industrial
materials and operations am nol exposed to slormwater, you can apply for the no exposure exclusion. For additional
