Volume of Wastewater to be permitted: It is recommended that no limit be placed on flow. What is the current permitted flow limit? There is no current limit on flow. Actual treatment capacity of the current facility : The holding pond has a capacity above the pond operating level of 89,253 cubic feet, which is equal to the theoretical site runoff volume resulting from a ten year storm event of 45 minutes duration. Date and construction activities allowed by previous Authorizations to Construct issued in the previous two years: none Please provide a description of existing or substantially constructed wastewater treatment facilities: The facility consists of a holding pond which collects runoff from five timber storage areas. Water is recycled back to irrigate the timber. When the pond level gets low, water is pumped in from an on -site well. When the pond is at operating level, discharge occurs only following the equivalent of a 10 year storm event of 45 minutes or longer duration. Discharge is by gravity flow over a weir which is screened with a 1 inch bar screen. The total site area is 18.2 acres, and approximately 8.6 acres are disturbed. f. Please provide a description of proposed wastewater treatment facilities: There are no current plans to upgrade the existing facility. g. Possible toxic impacts to surface waters: none known h. Pretreatment Program: Not a POTW . Residuals handling and utilization/disposal scheme: Holding pond residuals consist of bark and other organic debris carried in runoff from the storage areas and are disposed of on site. Alternative Analysis Evaluation: International Paper Company has not evaluated disposal alternatives. The Region has considered the quality and frequency of discharge at this facility and believes that reissuance of the NPDES permit is the most practicable and environmentally -sound alternative at this time. PART IV - EVALUATION AND RECOMMENDATIONS The facility appears to be well -operated and maintained. There has been only one discharge reported in the last twelve months and no apparent compliance problems. It is recommended that a draft permit be prepared and placed at public notice. If no significant adverse public comment is received, it is recommended NPDES Permit No. NC0074691 be reissued to International Paper Company in accordance with the basin -wide permitting strategy. , S J4 5- I-) - a y Signature of reportt preparer Date I +MA4 M/ Quality Regional Supervisor Date cc: Central Files Wilmington Regional Office Files Techncal_Suppor-t=Br-anch_ `J 1 F NPDES WASTE LOAD ALLOCATION so PERMIT NO.: NCO074691 PERMITTEE NAME: FACILITY NAME: Facility Status: Exi Permit Status:, m Major Pipe No.: 001 Design Capacity: Domestic (% of Flow): Industrial (% of Flow): Comments: International Paper International Parser Chadbourn Facility Minor 1 RECEIVING STREAM: an tmnamed tributary to Dime Swamp Class: C-Swamp Sub -Basin: 03-07-51 Reference USGS Quad: J23SE (please attach) County: Columbus Regional Office: Wilmington Regional Office Previous Exp. Water is recycled for the log wetting. Discharge occurs in response to storm events- but the discharged water is considered process water. Discharge has occurred only 7 times in the past 3 years. IP has recorded "less than" values for settleable solids. Turbidity values are well under 50 NTU. 40CFR 429 Subpart I specifies pH and no debris -this will be recommended for the renewal. TSB still recommends weekly sampling as specified in previous permit, since the discharge event may occur at any time and not just once per quarter. The holding pond is designed to hold the make-up water for the sprinkler system, to receive and.stormwater, to provide silt control for the drainage system, and provide overflow control for intense stormwater events. Stormwater is to be stored in the pond above the operational level.of the sprinkler system to the elevation of the over- flow weir.' The pond has a storage capacity of 89,250 CF which is approximately a 107year—storm_event of 45-minute duration. Any additional stormwater is routed over the 20- foot weir. The drainage design calculations detail both the weir design and overflow rates. The pond overflow will dis- charge to a man-made canal which flows to a prong of Dunn Swamp. Solids will be contained from going over the weir by a 1-inch screen across the weir face. The pond will provide silt storage at the bottom, although this will require peri- odic maintenance. The pond slopes and site perimeter areas will be grassed per the requirements shown on Plan Sheet No. 2 H. Because the sprinkler recycle system is going to have some evaporative losses, a non -potable supply well is proposed to keep adequate supply for the system. The well is to be an 8-inch casing, 300 feet deep, with a capacity of 150 gpm- The well is adjacent to the holding pond as shown on Plan Sheet No. 1. The supply pump is to be 150 gpm at 100 feet TDH.
