On behalf of LLFIex, 1.1-C (LLFIex), Flart & Hickman, PC (FI&H) is submitting the enclosed two (2) copies of the semi-annual stormwater Discharge Monitoring Report (DMR) for the site referenced above in accordance with the industrial stormwater permit (NCG010694). Please note there are metal exceedances in Stormwater Discharge Outfall (SDO) samples SDO-001, SDO-002. SDO-003, SDO-004, and SDO-005. Copper was detected found above the benchmark of 0.010 mg/L for SDO-001 (0.016 mg/L), SDO-002 (0.018 mg/L), SDO-003 (0.013 mg/L), SDO-004 (0.017 mg/L), and SDO-005 (0.019 mg/L). Zinc was detected above the benchmark of 0.126 mg/1- for SDO-001 (0.163 mg/L), SDO-002 (0.205 mg/L), SDO-004 (0.175 mg/L), and SDO-005 (0.205 rng/L). Historically, the former Cunningham Plant outfalls have exceeded the benchmarks of zinc and copper. In 2014, DEQ performed an inspection to assess compliance with the NPDES general stormwater permit to evaluate the drainage of the facility's five SDOs. The SDOs were found to be in excellent condition and concluded in a letter dated June 5, 2014 that offsite sources have opportunities to contaminate samples taken from outfalls I, 2, 4 and 5. Considering the 2014 NC DEQ letter, the only metal exceedance requiring a tiered response is copper in SDO-003. Because prior results detected no exceedances in SDO-003 above the benchmark for copper, a'fier One response will be documented in the Stormwater Pollution Prevention Plan (SPPP) in accordance with the industrial stormwater permit (NCG030694). This response will identify potential causes and feasible actions to prevent exceedances in the future.
