The past permit has expired in October 2017; however, it is our understanding that Matcor does not have to petition to renew since they are under a General Permit NCG0300000 (Part Ill -Section B- Subpart 91) and want merely to continue under the existing permit. We have completed the Discharge Outfall Qualitative Monitoring Report. Waters Edge also performed the Stormwater sampling and have tilled out the Stormwater Discharge Outfall Monitoring Report (both report included in Appendix A). Laboratory analytical results are documented in Appendix B. Based on these results, we have exceedances for the following: • Outfall001 I . Exceedance for copper which was detected at 0.0154 mg/L versus a benchmark at 0.007 mg/L. 2. Exceedance for zinc which was detected at 0.449 n1g/L versus a benchmark at 0.067 mg/L. • Outfall002 I. Exceedance for copper which was detected at 0.015 mg/L versus a benchmark at 0.007 mg/L. 2. Exceedance for zinc which was detected at 0.255 mg/L versus a benchmark at 0.067 mg/L. Based on the permit conditions, you should conduct a Tier I inspection of the facility. Any action items which will be reviewed and potential deficiencies addressed. The Tier I response should be recorded in the Stormwater Pollution Prevention Plan. Again, as detailed in earlier reports, due to the lowered benchmark thresholds resulting in benchmark exceedances, we previously sampled an upgradient surface water stream on the site (upgradient Lake Drive) as well as two samples collected from the roof drains. Both roof drain Stormwater Discharge Monitoring Report and Tier I Response Year 2- Period 2- .kdy-December 2019 Matcor Metal Fabrication Welcome, NC Page 2 of 2 November 20, 2019 samples exceeded the zinc benchmark level at 0.067 mg/L (Roof-1 at 1.9 mg/L, and Roof-2 at 0.23 mg/L). The background upgradient surface water samples were below the zinc benchmarks. Based on these results, we would conclude the following: • Metals are present in the upgradient surface water sample at the facility. Even though they are below the zinc benchmarks, this metal is still present and can potentially be a constituting factor to the outfall values detected. • Copper and zinc contained in the building materials or downspouts are also contributing to the zinc in the stormwater which would have nothing to do with the industrial activity at the site. While we understand that multiple exceedances from the same Outfall require a Tier 11 response, we believe that the other contributing factors to the exceedances are mitigating factors; therefore, we will continue with our normal sampling frequency. While we will continue to attempt to improve the stormwater quality at the facility, we believe that these type of metals exceedances are largely due to non -industrial sources and can be found in a wide variety of non -industrial settings (e.g. residential or any structures with metal components). The past permit has expired in October 2017; however, it is our understanding that Matcor does not have to petition to renew since they are under a General Permit NCG0300000 (Part I II -Section B- Subpart #1) and want merely to continue under the existing permit. We have completed the Discharge Outfall Qualitative Monitoring Report. Waters Edge also performed the stormwater sampling and have filled out the Stormwater Discharge Outfall Monitoring Report (both report included in Appendix A). Laboratory analytical results are documented in Appendix B. Based on these results, we have exceedances for the following: • Outfall001 I . Exceedance for copper which was detected at 0.0154 mg/L versus a benchmark at 0.007 ing/L. 2. Exceedance for zinc which was detected at 0.449 mg/L versus a benchmark at 0.067 mg/L. • Outfall002 I. Exceedance for copper which was detected at 0.015 mg/L versus a benchmark at 0.007 mg/L. 2. Exceedance for zinc which was detected at 0.255 mg/L versus a benchmark at 0.067 mg/L. Based on the permit conditions, you should conduct a Tier 1 inspection of the facility. Any action items which will be reviewed and potential deficiencies addressed. The Tier I response should be recorded in the Stormwater Pollution Prevention Plan. Again, as detailed in earlier reports, due to the lowered benchmark thresholds resulting in benchmark exceedances, we previously sampled an upgradient surface water stream on the site (upgradient Lake Drive) as well as two samples collected from the roof drains. The background upgradient surface water samples were below the zinc benchmarks. Based on these results, we would conclude the following: • Metals are present in the upgradient surface water sample at the facility. Even though they are below the zinc benchmarks, this metal is still present and can potentially be a constituting factor to the outfall values detected. Copper and zinc contained in the building materials or downspouts are also contributing to the zinc in the stormwater which would have nothing to do with the industrial activity at the site. While we understand that multiple exceedances from the same Outfall require a Tier II response, we believe that the other contributing factors to the exceedances are mitigating factors; therefore, we will continue with our normal sampling frequency. While we will continue to attempt to improve the stormwater quality at the facility, we believe that these type of metals exceedances are largely due to non -industrial sources and can be found in a wide variety of non -industrial settings (e.g. residential or any structures with metal components).
