On May 13, 2009, Gary Hudson of this office met with you to perform a General
Stormwater Permit Inspection at the Martin Marietta Composites Sparta facility located on
Industrial Park Drive in Sparta. This inspection evaluated the areas as designated on the
attached inspection form. Observations from each area are addressed below:
1. Permit
Martin Marietta Composites holds Certificate of Coverage # NCG030514 for the discharge of
stormwater from the facility. The General Permit became effective November 1, 2007 and
expires October 31, 2012.
2. Records/Reports
Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention
Plan (SPPP). A copy of the SPPP was available for review. The plan contained all of the items
required by the stormwater permit. Please note that the permit requires the plan to be reviewed
and updated on an annual basis.
3. Facility Site Review
Observations of the two outfalls at the facility did not reveal any concerns. The site appeared
very clean and well managed.
4. Effluent/Receiving Waters
Stormwater runoff from the facility reaches Bledsoe Creek, Class "C — Trout' waters in the New
River Basin.

5. Monitoring Program
Part Il, Section C of the permit requires that semi-annual qualitative (visual) monitoring be
performed and documented once in the spring (April - June) and once in the fall (September —
November). A review of the facility files found that the qualitative monitoring has been
conducted as required.
Part II, Section B of the permit requires that analytical monitoring be performed. A review.of the
facility files found that the analytical monitoring has been conducted as required.
The analytical monitoring for on -site vehicle maintenance listed in Section B of the permit is not
required since the Martin Marietta Composites plant uses less than 55 gallons of new motor oil
per month when averaged over the calendar year.

This letter is a follow-up to my site visit on May 12, 2005. The purpose of the visit was
to conduct a General Stormwater Permit Inspection at the Martin Marietta Composites
manufacturing facility in Sparta. Mr. Roger Lineberry was present for the inspection.
Per the permit requirements, Martin Marietta Composites has developed a Stormwater
Pollution Prevention Plan (SPPP) that was available for review during the inspection. The plan

In accordance with your application for discharge permit received on May 28, 2003, we are forwarding herewith
the subject certificate of coverage to discharge under the subject state - NPDES general permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between
North Carolina and the US Environmental Protection agency dated December 6, 1983.
If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you,
you have the right to request an individual permit by submitting an individual permit application. Unless such demand is
made, this certificate of coverage shall be final and binding.
Please take notice that this certificate of coverage is not transferable except after notice to the Division of Water
Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of
coverage.
This permit does not affect the legal requirements to obtain other permits which may be required by the Division
of Water Quality or permits required by the Division of Land Resources, Coastal Area Management Act or any other
Federal or Local governmental permit that may be required.

The required stormwater sample was taken at our Sparta Facility on November 19, 2003.
This facility began operating late this year and this is the first sample as required by the
permit. I wanted to go ahead and sent this information directly to you since 1 have
communicated with you about this facility. I am also sending the required Discharge
Monitoring Report to the Central Files.
There are two Outfalls located at this facility. Outfall 001 is the only Outfall that receives
drainage from areas associated with this industrial activity. Outfall 002 receives runoff
from the parking area and landscaped grounds on the north side of the plant. According to
the Technical Bulletin attached to the permit, Outfall 001 is the only Outfall that needs to
be sampled. Both Outfalls were inspected as part of the required qualitative monitoring.
Based on analytical results as compared to the cut-off concentrations noted in Table 2 of
the permit, it appears that all of the parameters fell below the limits. It is therefore our
understanding that no additional sampling is required until the last year of the permit,
which is 2007. A copy of the completed Discharge Monitoring Report is included with
this notification. The qualitative monitoring will continue to be conducted on the two
Outfalls on a semi-annual basis as required. These records will be maintained at the
facility.

1 Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or
manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject
to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433. 11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for
electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
Facilities that develop a solvent management plan to be incorporated into the Stonnwater Pollution Prevention Plan may make a request to DWQ that monitoring of total toxic
organics be waived. The solvent management plan shall include a list of the total toxic organic compounds used; the method of disposal used instead of dumping, such as
reclamation, contract hauling, or incineration; and the procedures for assuring that toxic organics do not routinely spill or leak into the stoma water. For those facilities allowed such a
waiver, the discharger shall include the following signed certification statement on the discharge monitoring report:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), 1
certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater
runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the solvent management plan included in the
Stormwater Pollution Prevention Plan."

I wanted to send you an email to confirm what we just discussed over the
phone. Martin Marietta Composites, Inc. permitted the Sparta Facility under
the above permit for stormwater. This facility will manufacture composite
truck trailers, bridge decks and pedestrian bridges.
The permit states that Total Toxic Organics are included in the monitoring
requirements if we are performing metal finishing. The only metal work we
will conduct is welding and you just informed me that this does not
constitute metal finishing. Therefore we do not have to monitor for TTO.
You also agreed that since this facility is still in the
construction/planning stages we can wait until process begin at the site
before we develop our SWPPP. At this time we have not pinpointed the
location for storage of many of the raw materials and therefore can not
develop an accurate SWPPP.
A SWPPP will be developed as soon as the components of the plant are in
place.
