Any other point source discharge to surface waters of the State is prohibited unless it is an allowable non-stormwater discharge or is covered by another permit. The only non-stormwater discharges allowable under the NPDES General Permit are:1) Fire hydrant flushings (using no detergents, and having chlorine concentrations less than detection limits (average) and not greater than 0.5 milligrams per liter (mg/L; maximum peak); 2) Potable water sources including waterline flushings (using no detergents, and having chlorine concentrations less than detection limits (average) and not greater than 0.5 mg/1 (maximum peak)); 3) Irrigation drainage; 4) Lawn watering; 5) Routine external building washdown which does not use detergents or other compounds; 6) Pavement washwaters where spills or leaks of toxic or hazardous materials have not occurred (unless all spilled material has been removed) and where detergents are not used; 7) Air conditioning condensate; 8) Springs; 9) Uncontaminated groundwater; 10) Flows from riparian habitats and wetlands; and, 10) Foundation or footing drains where flows are not contaminated with process materials.
