Division of Water Quality Attn: DWQ Central Files 1617 Mail Service Center Raleigh, NC 27699-1617 Dear Sir or Madam: RECFivFD JAN a 12020 C13-P41 r«AL HLES bWN 956T10N Enclosed are the results of December 2019 Monthly Storm Water Discharge Outfall Monitoring Report. After two consecutive tests with pH being out of range, June and October of 2019, we started monthly sampling per the tiered responses laid out in our Storm Water Permit. Outfall No. 1 did not flow during this event. We have exceedances for Copper in Outfalls 2 and 3, and exceedances for Zinc at Outfalls 2, 3 and 4. We were granted relief from the Tiered responses for our Copper and Zinc exceedances in January of 2015. We conducted several walk-through's as well as held several brainstorming events where we explored possible acidic exposure. We sampled virgin rainwater as well with this test and found the pH of the virgin rainwater to be 4.8. This would explain the low pH at our outfalls. We will test again in January to verify this claim. If we are able to validate this information we will then pursue relief from monthly sampling. If you have questions or concerns, please feel free to contact me. The solvent management plan shall include a list of the --oral toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provision=- of the solvent management plan included in the Stormwater Pollution Prevention Plan."
