(Shield) was unable to collect a monthly stormwater sample for Stormwater Discharge Outfall (SDO) #004 at the CIRCOR Pumps North America LLC — Monroe facility for the month of October 2019. According to rainfall data collected for the month, there were no qualifying rainfall events as defined by General Permit No. NCG030000. According to rainfall data collected for the month, four rain events or group events occurred on October 1", October 19", October 26" and October 30" producing 1.33 inches, 2.43 inches, 0.13 inches and 0.46 inches, respectively. lfowever, each of these events took place after normal business hours, within 72 hours of the last qualifying storm event, or did not produce enough rainfall to collect a sample. Shield will continue to monitor daily weather conditions and attempt to continue coordination of appropriate staff and resources to facilitate adequate sample collection. CIRCOR — Monroe facility should complete all relevant sections on the Stormwater Discharge Monitoring Report (DMR). The completed-DMR form should then be mailed to the regulatory agency's Central Piles. Shield will continue to attempt to perform monthly sampling per Tier two requirements until instructed to halt by CIRCOR. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management plan included in the stormwater Pollution Prevention Plan."
