Spindale, NC 28160 To Whom It May Concern: In accordance with the North Carolina Department of Environment and Natural Resources INC DENR) stormwater discharge permit, ARM Environmental Services, Inc. collected the first semi-annual stormwater samples at the referenced facility on July 31.2019. This sampling event was collected slightly past the I" semi-annual sampling period due to inability to achieve representative sampling events during the I" semi-annual period during normal business hours because of timing of rain or extremely dry months. All parameters were below the permitted range benchmarks in the sample except for copper and zinc. A tier I response was conducted at the outfall and no obvious contributors to the copper and zinc exceedances were observed. The pH was performed in the field upon sample collection; was within the recommended holding time of 15 minutes; and showed results within the permitted range benchmark value of 6.0-9.0. The Stormwater Discharge Monitoring Report (SDO), which also shows the analytical results for the outfall is attached. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31).
