Dear Mr. Hogg:
As authorized by your acceptance of ECS Proposal 49:7678-P dated January 12, 2018, revised
February 9, 2018 and authorized on February 28, 2018, ECS Southeast, LLP (ECS) has
completed the Bi-Annual NPDES Stormwater Monitoring Report (January -June 2019) for the
above -referenced site. Included in this report is a description of the field activities, the results
obtained, and our conclusions and recommendations.
Site Information
The subject site is the Hydro Extrusion USA facility located at 1507 Industry Drive in Burlington,
Alamance County, North Carolina (Figure 1 and Figure 2). This facility is operating under North
Carolina General Permit No. NCG030000 to discharge stormwater under the National Pollutant
Discharge Elimination System (NPDES). As part of the stormwater discharge permit for the
facility, ECS was requested to collect samples from two stormwater discharge locations (Outfall
1 and Outfall 3, Figure 3). The permit requires water quality sampling for pH using Standard
Method 4500 H B, total suspended solids (TSS) using Standard Method 2540D, non -polar oil and
grease (O&G) using EPA Method 1664, total recoverable copper, lead, and zinc using EPA
Method 6010, and total toxic organics (TTO) using EPA Methods 608, 624, and 625. This letter
report documents the results of the stormwater sampling for the first period (January -June) of
2019.
Quantitative Stormwater Monitoring
On February 16, 2019, a significant rain event (a storm event that measures greater than 0.1
inches of rainfall that is preceded by at least 72-hours with no rainfall greater than 0.1 inches),
occurred and ECS mobilized to the site to collect stormwater samples from the two outfall locations
(Figure 3). The sampler, wearing a pair of dedicated disposable nitrile gloves, filled the laboratory
provided containers directly from the outfall locations. Sample containers were labeled and placed
in a cooler containing ice to maintain the samples at approximately 4° Celsius. The samples were
transported to Pace Analytical Laboratories in Huntersville, North Carolina to be analyzed for
chemical analysis. A Chain -of -Custody Record was maintained and is attached.

Laboratory measurements indicate that pH ranged between 6.5 and 7.2 standard units in the
two locations, which is between the benchmark values of 6 and 9 standard units. Lead, O&G
were not detected above the laboratory reporting limits. Laboratory analysis of sample collected
from Outfall 3 detected one TTO compound (bis(2-ethylhexyl)phthaIate at a concentration of
0.0113 mg/L which is below the benchmark of 1 mg/L. Zinc was detected in the samples
collected from Outfall 1 at concentrations of 0.264 mg/L and from Outfall 3 at a concentration of
1.99 mg/L. The concentrations detected are above the benchmark value of 0.067 mg/L. Copper
was detected in the sample collected from Outfall 3 at a concentration of 0.0076 mg/L which is
above the benchmark value of 0.007 mg/L. The laboratory analytical results are summarized on
the attached Semi-annual Stormwater Discharge Monitoring Report (Form SWU-245). The
laboratory data sheets and Chain -of -Custody Record is attached.
Qualitative Stormwater Monitoring
On February 16, 2019, Randy H. Cavallier with ECS conducted qualitative monitoring at the
stormwater discharge outfalls from the facility during the analytical monitoring event. Outfall 1 is a
concrete pipe that discharges into a ditch on east side of the site. Outfall 3 is an asphalt trough that
discharges into a storm drain on the south side of the site. The samples collected were assessed
for color, odor, clarity, floating solids, suspended solids, foam, oil sheen, and erosion deposition at
the outfall. The water in Outfall 1 and Outfall 3 was relatively clear with a few leaves and/or grass
floating in both outfalls. Mr. Cavallier did not detect odors, foam, oil sheen, significant suspended
solids or erosion deposits in the outfalls. The Stormwater Discharge Outfall (SDO) Qualitative
Monitoring Report (Form SWU-242) is attached.
Conclusions
Based on the laboratory analytical results, due to the benchmark exceedances in the samples
collected from Outfalll and Outfall 3, the discharge is not within the limits of the permit. The
exceedances of copper in Outfall 3 and zinc in Outfall 1 and Outfall 3 represent two consecutive
events with exceedances of the permit benchmarks. The General Permit requires the permittee
to complete a Tier Two response at the facility (See attached).
Recommendations
ECS recommends that these results be submitted to the North Carolina Department of
Environmental Quality (NCDEQ) to indicate sampling was conducted in accordance with the
permit.

Facilities that incorporate a solvent managementplan into the Storm water Pollution Prevention Plan may so certify, and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO). 1 certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

During the term of this permit, If the first valid sampling results required for the permit monitoring periods
exceed the benchmark value, or are outside the benchmark range, for any specific parameter at any specific
outfall on four occasions, the permittee shall notify the DWQ Regional Office Supervisor in writing within
30 days of receipt of the fourth analytical results. DWQ may but Is not limited to:
• require that the permittee revise, Increase, or decrease monitoring frequency for some or all
parameters;
• rescind coverage tinder the General Permit, and require that the permittee apply for an individual
stormwater discharge permit;
• require the permittee to Install structural stormwater controls;
• require the permittee to implement other stormwater control measures;
• require the permittee to perform upstream and downstream monitoring to characterize Impacts on
receiving waters; or
• require toe permittee Implement site modifications to qualify for the No
