To whom it may concern:
Please find enclosed stormwater sampling results for Stormwater Discharge Outfalls #001 and
#002 for the Cleveland facility in the month of December 2019. The storm water samples were
collected on December 17, 2019. Results from this sampling event show an exceedance of the
following parameters at or above the corresponding benchmarks:
• SDO #002 -Zinc - 0.180 mg/L (Benchmark 0.126 mg/L)
Included with the November 2018 Discharge Monitoring Report Cleveland facility provide re -
notification under the NPDES General Permit No. NCG030000, effective November 1, 2018 that
the facility remains in Tier Three for SDO 001 and SDO 002. Daimler Trucks Cleveland facility is
awaiting notification from the Division of Water Quality as to what changes will occur when
entering into Tier Three of the NPDES General Permit.

DWR SECTION
Shield Engineering, Inc. (Shield) successfully collected a monthly stormwater sample for Stormwater Discharge
Outfall (SDO) #001 and SDO 4002 at the Cleveland facility in the month of December 2019. During the
December 171h sampling event, Shield's field measurements of pH were 6.98 and 7.22, respectively, at SDO
#001 and SDO 4002. The analytical results of the stormwater sample collected during the qualifying storm event
on December 17', 2019 are attached to this cover letter. In addition, the Qualitative Monitoring Report (QMR)
forms and the partially completed Discharge Monitoring Report (DMR) form are attached to this cover letter.
The QMRs should be kept onsite. Results from the sampling event show an exceedance at SDO #002 for zinc.
Daimler's Cleveland facility remains in Tier Three of the NPDES General Permit No. NCG030000 at SDO 4001
for Copper. The facility remains in Tier'1'hree at SDO #002 for Copper and Zinc. The person designated to act
as the permittee by Daimler Trucks — Cleveland Facility should complete all "Red" sections of the attached
Stormwater Discharge Monitoring Report (DMR). The completed DMR form should then be mailed to the
regulatory agency Central Files. Shield greatly appreciates the opportunity to provide environmental services to
Daimler Trucks of North America. If you have any questions in reference to this document or require further
information, please feel free to contact either of the undersigned at (704) 394-6913.

' Monthly sampling (instead of semi-annual) must begin with the second consecutive benchmark exceedance for the same parameter at the same outfall.
' For sampling periods with no discharge at any single outfall, you must still submit this discharge monitoring report with a checkmark here.
'The total precipitation must be recorded using data from an on -site rain gauge. Unattended sites may be eligible for a waiver of the rain gauge requirement.
4 See General Permit, Section B, Table 1 to identify the especially sensitive receiving water classifications where the more protective benchmark applies.
' Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture
electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA
Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor
manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray
tube manufacture use the definition found in 40 CFR 469.31).

Facilities that incorporate a solvent management plan intotheStormwater Pollution Prevention Plan may so certify,- and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."

Note: Results must be reported in numerical format. Do not report Below Detection Limit, BDL, <PQL, Non -detect, ND, or other similar non -numerical
format. When results are below the applicable limits, they must be reported in the format, "<XX mg/L", where XX is the numerical value of the detection
limit, reporting limit, etc. in mg/L.
Note: If you report a sample value in excess of the benchmark, you must implement Tier 1, Tier 2, or Tier 3 responses. See General Permit text.
