Shield Engineering, Inc. (Shield) was unable to collect storm water samples for Storm water
Discharge Outfalls (SDO) 001 and 002 at the Daimler Cleveland facility for the month of
September. Per Section 2 Part IV of General Permit No. NCG030000 Shield will attempt to
perform a substitute sample or a visual assessment during the next qualifying storm event. The
original and one signed copy of the Discharge Monitoring Report for November are enclosed.
Included with the November 2018 Discharge Monitoring Report Cleveland facility provide re -
notification under the NPDES General Permit No. NCG030000, effective November 1, 2018 that
the facility remains in Tier Three for SDO 001 and SDO 002. Daimler Trucks Cleveland facility is
awaiting notification from the Division of Water Quality as to what changes will occur when
entering into Tier Three of the NPDES General Permit.

Dear Ms. Nichols:
Shield Engineering, Inc. (Shield) was unable to collect stormwater samples at the Cleveland facility for the
month of September 2019 at Stormwater Discharge Outfall (SDO) 4001 and #002. According to rainfall data
collected for the month, two qualifying events or group events occurred on September 13" and September 29ih,
producing 0.36 inches and 0.07 inches of rain, respectively. However, each of these events took place after
normal business hours, within 72 hours of the last qualifying storm event, or did not produce enough rainfall to
collect a sample. Shield will continue to monitor daily weather conditions and attempt to continue coordination
of appropriate staff and resources to facilitate adequate sample collection. A partially completed DMR form is
attached to this cover letter for your signature and submittal to the State.
Daimler's Cleveland facility remains in Tier,Three of the NPDES General Permit No. NCG030000 at SDO 4001
and SDO #002 for Copper. The facility is also Tier Three for Zinc at SDO #002. The person designated to act
as the permittee by Daimler Trucks — Cleveland Facility should complete all "Red" sections of the attached
Stormwater Discharge Monitoring Report (DMR). The completed DMR form should then be mailed to the
regulatory agency Central Files. Shield greatly appreciates the opportunity to provide environmental services to

may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO), 1 certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."
