ERIC BOYETTE SECRETARY SUBJECT: Application for Section 404 Nationwide Permit 3, and Section 401 Water Quality Certification for the Proposed Replacement of Bridge #57 on SR-1248 (Southfork Road), Lincoln County Dear Mrs. Hood: The North Carolina Department of Transportation (NCDOT) has replaced a deteriorating six span 330' long by 28' wide bridge with a new four span 332' long by 33' wide bridge on SR 1248 (Southfork Road) in Lincoln County. During construction temporary rip rap was placed in South Fork Catawba river for construction of the piers. As the South Fork commonly does after a rain event, water levels rose significantly, and the rip rap was submerged. After the water level receded the rip rap was silt/sanded in. During a site visit with DWR and NCDOT the decision was made to leave the rip rap in place because of the stabilization it provided. It was also discussed for NCDOT to notify DWR after the completion of construction of the total length of rip rap left in place. NCDOT placed a total length of 65 feet of permanent rip rap along both banks under Bridge #57 for stabilization. The bridge spans South Fork Catawba river which is classified as Class WS-IV waters by the Division of Water Resources. All Best Management Practices were utilized during the course of the project. The Division 12 Environmental Office completed a natural resources technical memorandum addressing the threatened/endangered species and jurisdictional areas on April 21, 2017 for bridge 57 on SR-1248 and surrounding area (attached). NCDOT recommended a finding of "no effect" for historic sites (NCDOT Cultural Resources Review — Internal Tracking No. 16-11-0010). The project area is not located within''/2 mile of any critical watershed area. SR 1248 is not a rural or urban arterial; therefore, hazardous spill basins are not required.
