Cascades has 1 ORC and 2 Backup ORC. Karen Bellamy ORC and (David Sheppard and Corey Wyand as
Backup).
Field Inspections where conducted, equipment calibration, PM work on equipment and ORC and backup
ORC performed required inspections for the year.
Corey Wyand, David Sheppard and Karen Bellamy attended Rural Water Association Training in 2019 for
our Continuing Education Contact Hours.
Dr. Elwood Black continues to work closely with our land application Program.
Advanced Residuals had No incidents in 2019.
2019- Challenging year(2018 with Hurricane Florence and all the additional rain.
We were able to stay in compliance of the 60 day spread time for 2018, but had to ask for an extension in
Jan 2019. Worst weather and field conditions , since I started in 1994. We stayed in touch with Tony
Honeycutt and we were able to complete fields in the 60 day extension time line.
Advanced Residuais has worked hard to have a good program. Cascades and Advanced Residuals has
vorked hard to make sure we have a good program that is Environmentally Friendly and also benefits the
armers. We have gotten a lot of positive feedback from farmers. Duke Goodwin is the Project Manager for
Advanced Residuals project at Cascades. Mr. Goodwin has been a farmer for several years and also has
worked at the City of Rockingham WWTP, so he is very familiar with regulations. Duke Goodwin also
received his certification for Land Application in 2016 . Mr. Goodwin also received his continuing Ed hours
for 2019.
Pathogen and Vector Reduction aren't required on by our Permit. Several of the heavy metals have also
been removed from our permit, since levels have been extremely low for over 10 years.
During our inspection from Tony Honeycutt in 2019. We discussed issues with our testing lab for So of our
Jan test results. We also have testing performed by Department of Agronomics so the farms can have
access to information. So we know these results aren't valid. New lab rep and also test changed from one
lab to another. Elwood Black commented on Jan 2019 test results with email.

Distribution Program on 9/24/2019. This inspection was conducted to verify that the facility is operating

findings and comments noted during this inspection are provided in the enclosed copy of the inspection

Facility was compliant during calendar year 2019 with all conditions of the land applic tion permit
(including but not limited to items 1-13 below) issued by the Division of Water Quality. YYes ❑ No
If no please, provide a written description why the facility was not compliant, the dates, and explain corrective action
taken.
1) Only residuals approved for this permit were applied to the permitted sites.
2) Soil pH was adjusted as specified in the permit and lime was applied (if needed) to achieve a soil pH of at least 6.0 or the
limit specified in the permit.
3) Annual soils analysis were performed on each site receiving residuals during the past calendar year and three (3) copies of
laboratory results are attached.
4) Annual TCLP analysis (if required) was performed and three (3) copies of certified laboratory results are attached.
5) All other monitoring was performed in accordance with the permit and reported during the year as required and three (3)
copies of certified laboratory results are attached.
6) The facility did not exceed any of the Pollutant Concentration Limits in 15A NCAC 02T .1105(a) or the Pollutant Loading
Rates in 15A NCAC 02T .1105(b) (applicable to 40 CFR Part 503 regulated facilities).
7) All general requirements in as specified in the Land Application Permit were complied with (applicable to 40 CFR Part 503
regulated facilities).
8) All monitoring and reporting requirements in 15A NCAC 02T .I I I I were complied with (applicable to 40 CFR Part 503
regulated facilities).
9) All operations and maintenance requirements in the permit were complied with or, in the case of a deviation, prior
authorization was received from the Division of Water Quality.
10) No contravention of Ground Water Quality Standards occurred at a monitoring well or explanations of violations are
attached to include appropriate actions and remediations.
11) Vegetative cover was maintained and proper crop management was performed on each site receing residuals, as specified in
the permit.
12) No runoff of residuals from the application sites onto adjacent property or nearby surface waters has occurred.
13) All buffer requirements as specified on the permit were maintained during each application of residuals.

PAN calculation
The Plant Available Nitrogen (PAN) calculation is widely used to estimate the N that will be available to a crop from the biosolids. The carbon to nitrogen ratio in
biosolids is commonly less than 20:1 and net mineralization of N from the biosolids occurs. For materials with a C:N of less than 20:1 the PAN provides a good
estimate of the N that may be available to the plant.
However for materials like the Cascades soil additive, which have a C:N greater than 30:1, the PAN calculation is not appropriate. Instead of mineralization, N
immobilization occurs. As a result farmers need to apply additional N to off set the N that will be immobilized as the soil microorganisms assimilate the fiber.
The PAN should be 0.

Analytical Sequence Sample Notes:
19041884-001A MTL-TCLP-7(60 I OD): The following CCV exhibited a high recovery for lead, but the
sample was non -detect. Therefore, the concentration of lead in the sample can be accepted.
19041884-001a tclp-SVOC-Herb_npw(8151): Low surrogate recovery likely due to excessive water in
the extract (high humidity in extraction lab). Results could be biased accordingly.
19041884-001 a tclp-svoc-CPEST(8081 B): CCV exhibits high recovery for 4,4'-DDT and
Methoxychlor. All reported samples are ND.
