1 have attached the following information-regarding the Louisburg Park Property for your
review. Steve Mitchell from the Raleigh Regional office reviewed the stream on site since a
stream is shown on the Franklin County Soils Map. While in the field, he flagged the stream,
and the attached survey shows the stream in relation to our development. We will not impact
the 50' buffer with our development.
Steve Mitchell's site visit confirmed that the feature shown on the Soils map was deemed not
subject to the River Basin rules, and our development will not cross wetlands. The Louisburg
Park project will be submitted for Sedimentation and Erosion Control review to john Holley's
office next week. Unless we are informed otherwise, we plan to proceed with permitting and
construction this fall.

The information that was received by the Raleigh Regional Office has been reviewed. The plat map
and other information was provided to allow a determination to be made as to whether or not the site
would require compliance with the Neuse Buffer Rule. A site visit was conducted August 8, 2000 for
the project referenced by the Raleigh Regional Office as NBRRO 02-188.
The features represented on the Franklin County Soils and the aiusburg USGS Quad maps were
evaluated to determine their subjectivity to the Neuse Buffer Rule. As indicated on the attached map,
there is one feature depicted on the subject property. This feature is a stream and as such is subject
to the Neuse River Basin: Nutrient Sensitive-Waters Management Strategy; Protection and Maintenance
of Existing Riparian Areas, Administrative Code T15A:02B.0233 (NCAC 0233). The portion of the
stream subject to protection begins and ends within the woods along West River Road and is
represented on the map received by this Office September 9, 2002.
This letter addresses only,the applicability of the Neuse Buffer Rules. For information relative to the
buffer and wetlands impacts or 401/404 issues,: please contact Mr. John Dorney.. at.919-733-1786.

This is the packet of information you requested regarding the stream at the Louisburg Park
Property.
You will recall that we met on site Thursday, August 81" to review a stream that shows up on
Soils maps, but is not on the USGS map. While on site, you flagged the extent of the stream
with double pink flags. The stream does not continue across the field as shown on the soils
map. We had the area you flagged surveyed, and have shown that on the attached plan with a
50-foot buffer around it. I have attached the available mapping and data to this letter for your
review.
As you will see from our grading plan, we have shortened the side slopes above our 36" pipe
to 2:1, and have rotated the pipe and shortened it in order to stay out of the 50 foot buffer
area. As I understand it, since we will have no impact to the buffer, we will not need to make
any notification prior to construction.
Please let me know if there is any other information that you need in order for you to write a
letter regarding the extent of the stream and the buffer that we can submit with our grading
plan.
