You have our approval, in accordance with the attached conditions (WQC # 3351) to do the
following activity at Bogue Sound Yacht Club off Hwy 24 in Carteret County. This approval allows you
to:
1). Replace the 1,320' wood bulkhead with a new vinyl bulkhead placed 2' waterward from the original
bulkhead except for 224' on the north of the marina basin. This 224' will be inset 2' into
highground.
2). Redesign and replace existing boardwalk with 4' boardwalk that will extend landward of the new
bulkhead and expand 217' to the south on the west side of the marina.
3). Replace existing finger piers and mooring pilings along the boardwalk and construct 3 new finger
piers and 7 new mooring pilings to support five new boat slips.
4). Construct 50 uncovered boat lifts (10'x10') positioned inside the slips.
5). Replace existing inoperative pumpout station with a new portable pumpout unit.
This approval is only valid for the purpose and design that you described in your CAMA application
dated August 30, 2002 received by the Division of Water Quality (DWQ). After reviewing your
application, we have determined that General Water Quality Certification Number 3351 covers this
activity. This Certification can also be found on line at http://h2o.enr.state.nc-us/ncwetlands/certs html.
This Certification allows- you to use your CAMA Permit when the NC Division of Coastal
Management issues it. Please keep in mind that there may be additional Federal, State or Local
regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-
Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval
will expire when the accompanying 404 or CAMA Permit expires unless otherwise specified in the
General Certification.
Please be aware that if you change or modify your project, you must notify the Division
(DWQ) in writing and you may be required to send us a new application for a new certification. If the
property is sold, the new owner must be given a copy of the Certification and approval letter and is
thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the
future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506
(h). For this approval to be valid, you must follow the conditions listed in the attached certification and
the additional conditions listed below.

8. PROJECT SUMMARY: The applicant proposes to rebuild the existing marina to
include new boatlifts within existing slips and a five-slip expansion from the current
configuration.
9. NARRATIVE DESCRIPTION:
Project Setting
Bogue Sound Yacht Club is located off Highway 24 west of Broad Creek near=the
Ocean Community on the south side of the Highway, specifically 0.8 miles west of the Broad
Creek Bridge, Carteret County. The subdivision is adjacent to a manmade basin with an access
channel through Bogue Sound to the Intracoastal Waterway (Bogue Sound).
Bogue Sound Yacht Club is an approximate 46-acre tract 65-lot subdivision, which is
currently two thirds built out. The tract runs north to south as it approaches Bogue Sound.
Near the highway the land is approximately 25' above sea level where at the marina the land is
approximately 5' above sea level. Surrounding the marina is a restroom facility and an
inoperative pumpout station along the existing bulkhead. There is an area for parking but it has
not been formalized with pavement or the spaces delineated. The vegetation surrounding the
marina is typical lawn grass with various marsh species surrounding a natural watercourse just
west of the marina. The subdivision was originally developed by Mr. Lowell Fredeen and
through CAMA major permits #53-83 and #174-89 he expanded the original marina to its
current configuration. The latest major permit authorized 72 slips but 67 slips were only
completed. There have been no disclosed archaeological sites in the vicinity of the project.
The highground basin, which measures just over a half acre in size, is bulkheaded with
an existing wood wall. Half way out of the west side of the basin the shoreline remains natural
with low marsh (spartina alternaflora) transitioning to a piece of highground buffering from
the natural drain further west on the peninsula between Bogue Sound Yacht Club and Blue
Heron Bay Subdivision. Closest to the bathhouse the marina configuration does include a boat
ramp for the use of the subdivision. The existing 67-slip marina currently has a three to four
foot wide boardwalk on the waterward side of the wall. There are 34 finger piers, averaging 7'
offshore running perpendicular to the basin channel, and 99 mooring pilings, separating the
slips. Since the last set of major permits individuals have been pursuing general permits for the
installation of boatlifts for a total of 22. The shoreline to the east is not bulkheaded yet
contains some rock on the highground escarpment above the marsh line. As described earlier
the shoreline to the west is natural around to the Blue Heron Bay Subdivision Marina Basin.
The access channel leaving the marina basin provides a travel corridor through the
shallow water of the Bogue Sound out to the deep water Intracoastal Waterway. In this area
Bogue Sound is classified as SA ORW and is closed to shellfish harvesting within the marina
basin and extending 200' south beyond the docking facilities. The basin and connecting waters
are not classified as primary or secondary nursery areas. The depth of the facility is -3' NLW
within the basin and through the access channel to an approximate depth of 11'NLW in the
Intracoastal waterway. The substrate through the basin is silty with a sandy substrate and the
access channel is relatively sandy to the Intracoastal waterway.

Project Description
The applicant proposes to replace the 1,320' wood bulkhead with a new vinyl bulkhead. The
new vinyl bulkhead would average 2' from the original bulkhead except for 224' at the north and
northwest corner of the marina basin. At these locations the bulkhead will actually be inset into
the highground by 2' to avoid losing any more open water space. The original marina facility had
boardwalk running the length of the facility 4' waterward of the wood bulkhead. The redesigned
facility will have the same width-boardwalk of 4' but it is designed to go landward of the proposed
vinyl bulkhead and raised to meet the same elevation of the surrounding terrain. The proposed
boardwalk would be expanded by 217' to the Jouth on the west side of the marina to accommodate
five additional slips, totaling 72.
The finger piers and mooring pilings along the boardwalk will be replaced in the same
footprint. The applicant has proposed three additional finger piers and 7 mooring pilings to
support the five-slip expansion. Thirty- five of the finger piers, including the expansion, measure
2' wide and extend from shore between 8' and 15'. Two non-typical finger piers are to be
replaced dividing slips 40-41 and slips 43-44. The finger adjacent to 40 measures 5'X5' to a
12'X2' and the finger adjacent to 43 measures 10'X4' to a 20'X5' off shore section. Two
additional parallel finger piers will be rebuilt on the northeast and northwest side of the basin. The
pier on the northeast will measure 2'X41' and the finger on the northwest will measure 2'X25'.
These finger piers are designed for better access to the existing boatslips, not creating additional
slips. The facility currently has 22 boatlifts and is applying to fill the remainder of the slips with
lifts as the residents request them. Therefore, the proposed 50 uncovered boatlifts would be
positioned inside the slips and typically measure 10'X10' outside piling to outside piling.
Finally, as mentioned earlier in the report the existing pumpout station is currently
inoperative. The Bogue Sound Yacht Club has indicated that they will purchase a portable
pumpout unit to be located in the same vicinity the current unit is situated on the northeast
bulkhead.
Anticipated Impacts
The bulkhead installation will fill 2,192 ft? of shallow water habitat and require 15,840
ft2 of highground disturbance required for the tie back installation. The finger pier replacement
will incorporate 14,662 & of public trust area and estuarine waters while shading 1,009 & of
the bottom. The shore parallel boardwalk will shade 3,392 ft2 of highground. Short-term
turbidity would be expected through the installation of the new finger pier pilings and vertical
bulkhead components. This project should not increase the amount of boat traffic in this area.
It should however provide a more stable shoreline and safer docking for the residential marina
residents.
