Existine Conditions
The proposed Fox Run Riparian Buffer and Nutrient Offset Mitigation Bank is located
approximately 4.5 miles south of the Town of Roxboro, NC on Roy Rogers Road in Person County
(See Figure 1— Aerial Site Map, Figure 2 — USGS Site Map, and Figure 3 — NRCS/USDA Soil Survey
Map). The project parcel is approximately 40 acres of agricultural land currently in cattle
pasture.
The site is located in the Piedmont physiographic region and within the Neuse River basin within
NCDWR sub -basin 030202. (8 digit HUC: 03020201, Upper Falls Lake sub -watershed).
The subject streams are unnamed tributaries to the Flat River and ultimately Falls Lake and the
the Neuse River.
The proposed project will convert approximately 18.67 acres of agricultural pasture along two
unnamed tributaries and associated ditch features flowing into the Flat River (UT1 and UT2) to a
functioning, forested riparian corridor.
UT1, with a drainage area of 0.7 miz originates in a forested area NW of the parcel, and flows
generally SE through the project area and then enters UT2 above an existing ford crossing UT2.
Cattle have access to the stream.
UT2, with a drainage area of 5.59 miz also originates in a forested area, splitting to form another
channel, and then flows through the remainder of the project property, generally SW before
exiting the property. Cattle also have access to this stream.
An historic ditch draining a toeslope wetland area exists parallel to UT2 and overflows during
large storms. A scour hole has developed where storm flows leaving the ditch flow across and
exit the flood plain, then reenter UT2. It appears this ditch was originally hand dug and is
uniform in dimension.
UT1 and UT2 meet the definition of at least intermittent per NCDWR guidance and in
accordance with the Neuse River Buffer Rules (15A NCAC 02B .0233)(See Figure 4 — Project
Map).
Land-Use(1990-oresen
The property is currently in agriculture and has been in this condition since 1990 per the current
landowner and historic aerial photographs.
