Nowell THRU: Ruth Swanek 9 Carla Sandersot SUBJECT: Exxon Company -Charlotte Marketing Terminal NPDES Permit No. NCO004839 Mecklenburg County I have reviewed the information from Nancy Luthy of the Exxon Company concerning the use of a certain soap to clean the trucks at the Charlotte Terminal. The accompanying Materials Safety Data Sheet indicated that this soap is also known as "butyl cellosolve". To determine some background on the toxicity of this substance, I asked the Aquatic Toxicology Unit to provide some information on butyl cellosolve. The attached memorandum shows their findings and also their conclusion that the existing chronic toxicity test for outfall 001 of the Exxon -Charlotte Terminal should adequately protect the receiving stream. The Rapid Assessment Group concurs with their recommendation. If additional information shows that this substance will be discharged from any outfall other than 001, then it should be reevaluated and a toxicity test applied to that outfall if one is not already in place. An estimate of the 96-hour LC50 for Lepomis macrochirus was calculated at 1490 mg/11. As stated in North Carolina's Administrative Code Section 15A NCAC Subchapter 213, Paragraph .0202 (1)(b), "for specific chemical constituents or compounds for which values described under Subparagraph (1)(a) of this Rule can not be determined, acceptable levels," [of acute toxicity], "will be equivalent to a concentration of one-third or less of the lowest available LC50 value". The resultant maximum acceptable level for 2-butoxyethanol was calculated to be 496.7 mg/l. Since this discharge is episodic, protection to the acute vs. chronic level would probably most appropriate due to the relatively short period of exposure. Fathead minnows would be expected to exhibit similar reactions to this compound, but data was unavailable. This facility has a W.E.T. monitoring requirement for pipe 001. Effects of discharge of this compound via that pipe should therefore be covered.
