Typical section is divided highway with paved shoulders and median ditches. Purpose of the meeting is to review the potential impact the hydraulic design may have on jurisdictional stream and wetlands. There are approximately 15 jurisdictional streams or wetlands within the project corridor and areshown in the plans. Each plan sheet was reviewed with the following comments noted. Plan Sheet 4 No jurisdictional sites, no comments. Plan Sheet 5 Jurisdictional stream located at existing 2 @ 5’ x 6’ box culvert approximate sta 561+17. Stream flows from pond adjacent to right of way located west of roadway. Proposed roadway requires 140’ extension of box culvert west. Proposed extension does not include sills or baffles. Normal flow passes through both barrels. Agency expressed concern that double barrels could cause debris blockage and full replacement of culvert with single barrel should be considered. Agencies suggested that a sill could be added to force the flow through one barrel of the existing culvert to create a low flow barrel. Dewberry is investigating whether a sill would be appropriate. Photos were viewed during the 4B meeting to show that currently both barrels receive even the low flow, which furthermore, supported the discussion that designing a new culvert that would only one barrel to flow during low flow would constrict the channel and would not mimic the existing conditions. Hydraulics noted that during the previous agency meeting it was agreed upon that the existing culvert would be retained. Plan Sheet 6 No jurisdictional sites, no comments. Plan Sheet 7 Jurisdictional stream and wetland located near sta 584+00 to 585+00. Roadway embankment will result in total take of wetland and will enclose approximately 300’ of stream in 54” RCP. Proposed pipe slope is 4.3% and buried 1’. Agency noted that pipe slope is too steep for fish passage however the origin of the stream is not for upstream from the culvert site, therefore, the fish would not have much of a habitat to access. Plan Sheet 8 No jurisdictional sites within project limit, no comments. Plan Sheet 9 Jurisdictional stream located from sta 606+50 to 617+00. Proposed 54” pipe will enclose approximately 500’ of stream and lateral base ditch will relocate approximately 700’ of stream. No comments. Plan Sheet 10 Jurisdictional stream located near sta 617. Proposed 1 @ 8’ x 8’ box culvert at 2.1% slope with sills and baffles, buried 1’, will enclose approximately 580’ of stream. No comments. Plan Sheet 11 Jurisdictional stream located near sta 643+00 to 645+00. Approximately 700’ of stream will be enclosed with 66” RCP at 2.7% slope and buried 1’. Wetland located near sta 643+50 and will be entirely filled by the roadway embankment. Jurisdictional stream located near sta 650+00 to 652+00. Approximately 620’ of stream will be enclosed with 30” RCP at 10.6% slope. John Jamison noted that stream near sta 650+00 is not jurisdictional. NCDOT will remove from the final survey file and stream will no longer be considered jurisdictional. Plan Sheet 12 No jurisdictional sites, no comments. Plan Sheet 13 Jurisdictional stream located near sta 672+00 to 673+00. Proposed 2 @ 8’ x 8’ box culvert at 2.0% slope with sills and baffles, buried 1’, will enclose approximately 580’ of stream. No comment Plan Sheet 14 No jurisdictional sites within project limit, no comments. Plan Sheet 15 Jurisdictional stream located near sta 704+00 – 706+00. Proposed bridge will be located from sta 701+00 to 712+60. Bridge bents will not cause permanent impacts however temporary construction impacts may occur and will be confirmed before the 4C meeting. John Jamison noted that project NRTR from 2004 was updated in 2017 and will be included in the 4C permit drawings. Plan Sheet 16 Jurisdictional stream, Stonecutter Creek, located near sta 707+00. Proposed bridge will be located from sta 701+00 to 712+60. Bridge bents will not cause permanent impacts however temporary construction impacts may occur and will be confirmed before the 4C meeting. John Jamison noted that additional jurisdictional stream is located neat sta 708+00 at the outfall from existing 30” RCP. Site will be included in the 4C permit drawings. Plan Sheet 17 Jurisdictional stream located within project limits near sta 731+00 – 732+50. Stream will be relocated in this area due to proposed roadway embankment. Plan Sheet 18 Jurisdictional stream located near sta 732+00 to 737+00. Proposed 1 @ 10’ x 8’ box culvert at 3.1% slope with sills and baffles, buried 1’, will enclose approximately 600’ of stream. Wetland located near sta 734+00 will not have permanent fill impact but may have temporary construction impact, will be confirmed and included in the 4C permit drawings. Plan Sheets 19-24 No jurisdictional sites, no comments.
