SUBJECT: Hood Road North Sanitary Sewer, DWQ No: 09-1184, Mecklenburg County
The applicant proposes to install a sewer line for areas that have been annexed. Biologists with the North
Carolina Wildlife Resources Commission are familiar with habitat values in the area. These comments
are provided in accordance with the provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as
amended; 16 U.S.C. 661-667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through
113A-10; NCAC 25).
The project will result in impacts to 1,702 linear feet of stream and 1.39 acres of wetlands. Open trench
and typical dewatering methods are indicated. Although no listed species are indicated for Reedy Creek,
our review of the general area found that the Carolina creekshell, Villosa vaughaniana (NCE, FSC),
Carolina fatmucket, Lampsilis radiata conspicua (NCT), Carolina darter, Etheostoma collis (NCSC/FSC)
are known from the area so these aquatic species could be present if suitable habitats are in work areas.
The Carolina heelsplitter, Lasmigona decorata (NCE, FE) has been extirpated from the area due primarily
to anthropogenic and stormwater issues.
Based on our review of the submittal, we will not object to the project. Additionally, the sewer line
should be located along the floodplain edge to reduce potential impacts associated with stream migration
or erosion and subsequent sewer stabilization. We prefer that project proponents evaluate directional
boring opportunities that do not disturb streams and riparian vegetation where such an alternative is
practicable. This may not be possible where bedrock is exposed or close to the surface.
