Swann Water Treatment Plant The Swann Water Treatment Plant operated in compliance with all parameters of its permit during the 2019 calendar year. The Swann WTP operates one equalization basin and two residuals lagoons that produces a Class A Residual, which is 503 exempt. Residuals generated by filter washes flow through an equalization basin, whereas solids removed from the plant's sedimentation basins flows by gravity directly to the residuals lagoon in service. The lagoons are operated such that one lagoon accepts residuals while the other lagoon is cleaned or in reserve. During the 2019 calendar year, the Swann WTP contracted with Synagro Central, LLC to transport and apply 336.66 dry tons of residuals from lagoon #1 to nearby farmland owned by various farmers in Forsyth County. Accompanying our report are detailed maps and soil reports for the residual application sites. During the 2019 calendar year the Thomas WTP did not haul any residuals, therefore there are no reports to file. Neilson Water Treatment Plant The Neilson Plant operated in compliance with all parameters of its permit during the 2019 calendar year. The Neilson Water Treatment Plant operates three residuals lagoons and produces a Class A Residual, which is 503 exempt. Solids from the sedimentation basins flow directly to the residual lagoon in service. The lagoons are in a rotation so one lagoon is in service, one lagoon is drying and one is empty and ready to be placed into service. During the 2019 calendar year, the Neilson Plant had two hauling events to land apply residuals from lagoons 42 and #3. EMA Resources, Inc. removed and applied 2,334.69 dry tons of residuals on land owned by Roger Spillman and Greg Dooley. This hauling event represents residuals generated over a 34-month period for an average annual production rate of 824 dry tons per year ([2,334.69 DT's _ 34 months] X 12 Months). Lagoon #2 was in service from January 2016 until April 2017 and lagoon #3 was in service from April 2017 until October 2018. Due to a change in personnel no residuals were hauled during the 2015 and 2017 calendar years. This combined with excessively wet weather resulted in the lagoon rotation getting out of our normal one lagoon a year cycle. Accompanying our report are detailed maps and soil reports for these residual application sites.
