C. 27611-7687 Dear Mr. Mouberry: This morning I spoke with you about a new process we are adding to our Chemical Manufacturing Plant' s Development Department production facility. We have a single NPDES Permit for the overall facility. This is Permit No. NC0005177. We now plan to install a small manufacturing unit in which we will be manufacturing lithium hexafluoroarsenate by the reaction of hydrofluoric acid with arsenic acid and with lithium hydroxide. We will have no wastewater discharges except for some wastewater from caustic scrubbing of HF from an air exhaust system. Excess NaOH will be neutralized with HC1 , and the resulting solution containing small amounts of sodium fluoride and sodium chloride will be discharged to our wastewater treatment lake. Past experience with similar processing elsewhere is that the scrubber wastewater contains no detectable ' arsenic compounds. We will , of course, verify this. The amount of HF to be scrubbed according to our clean air permit application being filed today is 5 lbs per hour. This is an absolute maximum figure, and in actuality, we expect that the amount being scrubbed will be considerably less than this. In any event, the amount of solution NaF and NaCl being discharged to our wastewater treatment facility will be small in comparison to amounts. already being discharged from other sources to the wastewater treatment lake. We do not think an NPDES permit modification is required, but in keeping with our permit requirements, we are notifying you of the additional processing unit. The effluent concentration at which there may be no observable inhibi- tion of reproduction or significant mortality is 93 g (defined as treatment two in the North Carolina procedure document) . The permit holder shall perform u A.L monitoring using this procedure to establish compliance with the permit condition. The first test will be performed within thirty days from issuance of this permit. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the appropriate parameter code. Additionally, DEM Form AT-1 (original) is to be sent to the following address: Attention: Technical Services Branch North Carolina Division of Environmental Management P.O. Box 27687 Raleigh, N.C. 27611 Test data shall be complete and accurate and include all supporting chemi- cal/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any test data from this monitoring requirement or tests per- formed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re-opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited docu- ment,. such as minimum control organism survival and appropriate environmen- tal controls, shall constitute an invalid test and will require immediate retesting. Thurman Horne SUBJECT: Request for P� r - t Modification Lithium Corpo ation of America NPDES Permit No. NC 0005177 Gaston County, North Carolina As per your telephone discussion with Thurman Horne on June 5, 1987, this memo is intended to convey the comments and recommendations of the Mooresville Regional Office with respect to the subject request for permit modification. Whereas this Permit was just recently issued (August 19 , 1986 ) and considering that the proposed modifications are minor in nature, it is hoped that this information will be sufficient. Lithium has made two ( 2 ) requests which are described as follows: 1 . Eliminate discharge outlet 002 by transferring the wastewater to outlet 001. The existing permitted outlet 002 allows the discharge of 15, 000 GPD of domestic wastewater treated in an existing package wastewater treatment plant. Lithium wishes to pump the effluent from the existing wastewater treatment plant over to a collector line that is tributary to the lagoon which is permitted as discharge outlet 001. This lagoon will continue to receive all other previously identified wastewater sources. Lithium is requesting this change due to difficulty in complying with the new, more restrictive effluent limitations now applicable to outlet 002 and to minimize costs associated with monitoring the second discharge outlet. The Mooresville Regional Office has reviewed the proposal and has no objections to the proposal. 1 ro Sam Bridges Page Two June 8 , 1987 2. Lithium proposes to add a new, small manufacturing unit which will produce lithium hexaf luoroarsenate. The exhaust of emissions from this process will pass through an air scrubber. The water used in the scrubber will be recycled to a point, but will be discharged once per day. Each discharge will consist of approximately 170 gallons of water containing approximately 4. 8% sodium fluoride and 0. 5% caustic soda. This wastewater "batch" will have the pH neutralized to between 6-9 s.u. with the addition of hydrochloric acid prior to release into the lagoon (outlet 001) . The Mooresville Regional Office recommends that Technical Services review this proposal and that the limitations for outlet 001 be revised, if necessary, to provide for the inclusion of this new process wastewater plus the addition of 15, 000 GPD of domestic wastewater from the existing outlet 002 . H4,gn conouctvity values below the discharge indicated that Lithium Corporation adds large amounts of dissolved solids to these streams. The effluent is Known to contain high concentrations of chloride, although other dissolved materials may contribute to the toxicity oroblems in Abernathy L-ree�, The state of Kentucky has had, extensive qxroerience c',loric"e problems, including boVi industrial dischargers and oil WjHng brw-;e wastes. They have established a chloride Award or 600 mg/1, equlva,er- to a specific conductivity of 1900 urnhos. Kentucky disc~largers have attempted to resolve chloride probiems by errluent removal, dilution, or waste treatment (dryinq beds).
