PROJECT SUMMARY: The applicant proposes to reconfigure the existing floating docks and boat lift in order to change the location of the lift. FIELD INVESTIGATION REPORT: William T. Wilson III PAGE #2 --------------------------- 9. NARRATIVE DESCRIPTION: The applicant's property is located on Figure Eight Island at 6 Banks Road which is accessed from Beach Road South. Until recently the property was a vacant lot on which a pier with floating docks and boat lift had been added by the previous owner. Upon purchasing the property the applicant received a CAMA minor development permit in order to construct a residence. He also applied through his agent (Cothran Harris Architecture) to reconfigure the existing pier, docks and boat lift. The property is a single family lot with an area of approximately 22,604 s. f.. The shoreline of the property is Approximately 100' long. There is an existing bulkhead along the shoreline of the property that was installed by the former owner. The width of Banks Channel in the project location is approximately 340'. Water depths in the project area range from -0.0' mean low water to -6.0' mean low water. The existing structure appears to be in line with the piers to either side of the property. The adjacent waters are classified as SA by DWQ and are not classified as a primary nursery area by DMF but are open to the taking of shellfish. As was stated above the former owner had constructed a pier with floating docks and a boat lift. The pier is approximately 56' long by 6'wide. There is an existing "L"-head platform at the end of the pier which measures approximately 11' x 14'. There are two existing floating docks arranged in an "L" shape connected to the existing "L"-head by a ramp. Each of these measures approximately 6' x 20'. On the channel side of the western most floating dock there is a 12'x 12' boat lift. The applicant is proposing to shift the two floating docks approximately 8.5' waterward of their existing location and to relocate the boat lift from the outer limit of the pier and dock feature to a location between the "L"-head and the new location of the floating docks. The dimensions of the relocated boat lift will be reduced to approximately 10' x 12'. The structure will retain the 394 s f of platform/docking that was present in the existing configuration. 10. ANTICIPATED IMPACTS: The final result of movina the floatina docks waterward and re-locatina the boat lift to a new location will be to shift the total 'nier landward so that the new location of the outermost floating dock will :terminate aoproximately 85' waterward of the existing bulkhead. This distance complies with the .1/4 rule for the waterbody (Banks Channel) Submitted by C Robert Stroud Jr Wilmington Office August 7, 2002 C O 1 11 R A N Fi A R R I S A R. The position of the existing floating dock and pier head will be reversed such that an enclosed area between existing docks will be created. Additionally, the existing boat lift will be moved from the waterway side of the dock to the enclosed area between floating docks. Repositioning floating docks and pier head allows for mooring of three boats. Existing face of pier re- mains the same. V 572j Oleander Drive. lUlle F;-1 - \\ iimington.
