Project Setting
The applicant owns a 2.78-acre parcel of land adjacent to a manmade basin and Bogue Sound
in the Town of Pine Knoll Shores in Carteret County, North Carolina. The property is located off NC
58 at the end of Westport Dr. in a developed multi-family residential neighborhood. The basin
contains a private marina that houses vessels owned by the neighborhood property owners. The
Beacons Reach Master Association owns a strip of high ground property bordering the basin. The
high ground is vegetated with a mix of upland grasses and scattered oaks. A vertical wooden bulkhead
stabilizes the shoreline. On the west side of the property, a wooden walkway extends from the adjacent
parking lot to the northern tip of the Association's property, along the top of the bulkhead. Three park
benches are positioned in grassy areas under live oak trees. The wooden walkway extends along the
southern side of the basin, providing access from the parking area to the existing pier structures. An
access road runs approximately 15 feet landward of the south side of the basin. On the eastern side of
the property, a grass lawn covers most of the area, with four live oak trees along the Bogue Sound
shoreline. Additional park benches have been placed along this shoreline, facing the Sound. Elevation
of the property is 6 feet above the normal water level. An existing channel extends from the basin into
Bogue Sound. Over time, portions of the channel have shoaled in, creating spotty depths of 2.5 to 3'.
The water is 6 feet deep at the end of the proposed excavation area. Although there is submerged
aquatic vegetation in areas on either side of the channel, there is none in the proposed excavation area.
The excavation area has a sandy substrate with little to no organic material. The properties to the east
and west of the project area are developed lots with multi-family townhouses. The townhouses are
privately owned. The shoreline in this area is bulkheaded. The lots are vegetated with landscape
plants, upland grasses and large live oak trees.
At this location, Bogue Sound is classified SA HQW by the Environmental Management
Commission. The property is located in the White Oak Basin. The waters are closed to the harvesting
of shellfish.
Project Description
The applicant proposes to conduct maintenance excavation in an existing channel in Bogue
Sound. The proposed maintenance would involve the excavation of a 700' channel with sloping sides.
The bottom of the cut would be 40' wide, opening to a 60' top width. Final project depth would be -5'
NWL, and approximately 2,600 cubic yards of material would be excavated from the project area.
Material would be removed using a clamshell dredge, transported to the northwest corner of the
applicant's property, and transferred to trucks. The material will then be removed from the site, and
disposed of at a location that will be approved prior to initiation of the work.
Anticipated Impacts
The project as proposed would impact 35,000 fl of sandy bottom. Approximately 2,600 cubic
yards of sand would be removed from the system. No SAV's are located in the project area, so
impacts to these communities would be negligible. Short-term localized turbidity would result from
construction.
