APPROVAL of 401 Water Quality Certification with Additional Condition
Dear Dr. and Ms. Woolridge:
You have our approval, in accordance with the attached conditions, to place fill in 0.09 acre of non-vegetated wetlands in order
to construct a bulkhead with rip-rap in the Pamlico River adjacent to your property in Beaufort County, as described in your application
received by the Division of Water Quality on August 2, 2002. After reviewing your application, we have determined that this fill is covered
by General Water Quality Certification Number 3371, which can be downloaded from our web site at http://h2o.enr.state.ne.us/ncwetiands
This Certification allows you to use your CAMA Permit when issued by the NC Division of Coastal Management. In addition, you should
get any other federal, state or local permits before you go ahead with your project including (but not limited to) Sediment and Erosion
Control, Non-Discharge, Water Supply Watershed and U.S. Coast Guard regulations. Also this approval will expire when the
accompanying CAMA Permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your application. If you change your project, you
must notify us in writing and you may be required to send us a new application for a new certification. If the property is sold, the new
owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total
wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC
2H .0506 (h). For this approval to be valid, you must follow the conditions listed in the attached certification and the additional condition
listed below:
1. You are required to return the attached Certification of Completion form to notify DWQ when all work included in the 401
Certification has been completed.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60
days of the date that you receive this letter. To ask fora hearing, send a written petition conforming to Chapter 150B of the North
Carolina General Statutes to the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, N.C. 27699-6714. This
certification and its conditions are final and binding unless you ask for a hearing.
This letter completes the review of the Division of Water Quality under Section.401 of the Clean Water Act. If you have any

8. PROJECT SUMMARY: The applicant proposes to construct a bulkhead and place riprap on the waterward side
of the bulkhead. The bulkhead will be constructed from the corners of existing bulkheads on neighboring
properties, in a straight line, with an average alignment ±31' waterward of the normal water level (NWL). The
proposed riprap will be placed with a 2:1 slope with the waterward toe averaging 10' from the proposed
bulkhead.

Project Setting
The project site is located on the west end of Pamlico Beach off SR 1730 on the north side of
the Pamlico River near Belhaven in Beaufort County, North Carolina. The project site is an
undeveloped 0.70-acre residential lot with 92' of shoreline. The lot is vegetated primarily with
upland grasses and various hardwood trees. Both adjacent waterfront properties are developed with
single-family residences. The shorelines on adjacent properties are stabilized with bulld7eads and
riprap. The shoreline on the project site was bullheaded at one time as evident from a few piling
remnants and a review of aerial photography from 1995 that shows the previous bulkhead on the
project site in line with those on adjoining properties. Currently, the shoreline at the project site is
half moon shaped with the deepest point in the center of the lot. The shoreline has a flat sandy beach
that transitions to a ±5' high erosion escarpment. The Pamlico River at this location is designated as
SA NSW by the Environmental Commission and is open to shell fishing.
Project Description
. The applicant proposes to reconstruct the failed bulldiead in the original aligmnent and
place riprap on the waterward side of the bulldiead. The bulldlead will be constructed from the
corners of existing bulkheads on neighboring properties, in a straight line, with an average alignment
±31' waterward of the normal water level (NWL). The maximum distance between the proposed
bulldiead and the NWL is ±38'. The proposed bulkhead will be backfilled to the ±5' high erosion
escarpment. The proposed riprap will be placed with a 2:1 slope with the waterward toe averaging
10' from the proposed bull-lead.
Project Impacts
The project as proposed will result in the filling of ±3,800 ft-of shallow water habitat in the
Pamlico River. There will be some short term localized turbidity associated with the construction
activities.

and cross-sectional drawings) drawn to scale in black
ink on an 8 112" by 11" white paper. (Refer to
Coastal Resources Commission Rule 71.0203 for a
detailed_description.).
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

Dear Mr. Trowell,
This correspondence is in reference to Mayor CAMA/DREDGE
and fill permit application for a bulkhead and riprap onsite my
property located at Panlico Beach, on the Pamlico River, near
Belhaven in Beaufort County, North Carolina.
The purpose of this project is to reclaim land lost to erosion over
time exasperated by adjoining bulkheads. The subject property
was bulkheaded at one time, but has deteriorated since 1993. The
lot remains undeveloped today. Previous owners were apathetic to
the damage that has occurred since 1993.
We recently acquired the property this year and wish to stabilize
the shoreline in such a manner that will be structurually sound and
not cause undo hardship to adjoining properties. We purchased
this lot in order to stabilize the problematic erosion as well as
provide a buffer to any future development adjacent to our
permanent residence.
We wish to construct a new bulkhead to it's original alignment
Acorner to corner". We wish to place riprap in front of the
proposed bulkhead. The bulkhead will be constructed with treated
lumber and we will use clean broken concrete, granite and riprap.
We will backfill the bulkhead back to the most landward erosion
escapement.
