NCDOT intends to replace Bridge No. 239 on SR 1006, Mt. Pleasant Road, over Adams Creek south of Mount Pleasant. A proposed study area that measures 800 feet (244 meters) long and 150 feet (45 meters) wide was proposed. Previously the project was noted as being 600 feet in length. For the purposes of the archaeological review, this proposed study area will be considered to be the area of potential effects (APE). The majority of the APE has been modified by the construction of the existing SR 1006 and Bridge No. 239. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on March 7, 2016. No previously identified archaeological sites are recorded within the proposed APE, nor are any archaeological sites recorded within .5 mile of Bridge No. 239. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service reveals that the Mount Calvary Evangelical Lutheran Church (CA0145) and the southern portion of the National Register of Historic Places -listed Mount Pleasant Historic District (including the Augustus C. Barrier House, CA0148), are recorded within the same radius. Examinations of historical mapping for Cleveland County (including the 1875 Thomas C. Harris map of Cleveland County, the 1910 U.S. Department of Agriculture Soil Map of Cleveland County, and the 1938 State Highway and Public Works Commission map of Cleveland County) suggest no particular properties of interest within the proposed APE. Soils mapped for the APE at Bridge No. 239 in Cleveland County include: Badin channery silt loam, 8 to 15 percent slopes (BaD), and Chewacla loam, 0 to 2 percent slopes, frequently flooded (ChA). No further archaeological investigations are required for the project within the 800-foot corridor established as the current APE. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: An examination of the topography and soil types mapped within the proposed APE indicates that the project area is either, prohibitively sloped, disturbed, or dominated by frequently flooded soils.
