Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Existing conditions include SR 1006 (Mt. Pleasant Road), agricultural land, residential property, undeveloped forest, and the disturbed/maintained right-of-way. This project was formerly T.I.P. #B-5790. 4b. Explain the purpose of the proposed project:* To remove Bridge #120239 and replace with a new, modern bridge structure; this project has been designated by NCDOT as an Emergency Bridge Replacement - the existing bridge was closed on February 13, 2020 due to structural damage from a storm; an off -site detour is in place. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Erosion and sedimentation control measures will be installed. Bridge demolition will include the removal of the bridge deck and the bridge abutments. Bridge replacement construction will take place using heavy equipment operating from the upland roadway approaches. Impervious dikes will be placed around the bridge abutment on the west side of the stream and around the bridge abutment and proposed bridge piles on the east side of the stream. These areas will be dewatered to ensure all work is done in dry conditions. Approximately 127 If of temporary dewatering impacts may result. Stream bank stabilization around the bridge abutments will result in approximately 123 If of permanent impact to the stream bank. Impacts to the stream bed Will be avoided. No deck drains are proposed on the bridge and runoff from the bridge will be routed to a traffic bearing grated drop inlet located to the northeast of the bridge and discharged to the stream floodplain upstream of the bridge. Temporary impacts are associated with the dewatering of portions of the stream around the bridge abutments and proposed bridge pier to ensure work is conducted in dry conditions. E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Replace bridge in -place was incorporated to minimize impacts. Riprap protection of the bridge abutments is being placed/keyed into the stream banks above the surveyed water surface elevation and no impacts to the perennial stream bed would occur; the riprap on the stream banks is to also deter stream migration. Bridge abutment slopes are designed at 1.5:1; riprap stabilized stream bank slopes are 2:1. Work will be conducted from the upland roadway approaches. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: NCDOT Best Management Practices for Construction and Maintenance Activities will be employed, including the use of impervious dikes to facilitate work in dry conditions. Demolition and construction methods from the upland roadway approaches will be used to minimize potential temporary demolition related impacts and avoid construction related impacts. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
