The Grassy Gap Creek WWTP couldn't meet limits when they discharged to Grassy Gap Creek, so they relocated the discharge to Buckeye Creek in 2004. That's why the facility discharges from outfall 002. The correct receiving stream is for the Grassy Gap Creek WWTP is Buckeye Creek — and that's how it will appear in the final permit. I didn't have an electronic copy of the last permit, so I adapted the Buckeye Creek permit for Grassy Gap Creek. I'll fix those errors before it goes to Notice.
