Dear Mr. Paulsen:
This letter is in reference to your permit minor modification request received March 27, 2020.
During the pre -review process, it was noted that the following items were missing from the
submitted application package:
Pursuant to 15A NCAC 02T .0106(b)(1), applications from corporations shall be signed by a
principal executive officer of at least the level of vice-president, or his authorized
representative. The submitted application was from Steven R. Woodruff, PE, who is not
delegated to sign for the Pilgrim's Pride Corporation. Accordingly, please submit an
application (see Item #2 below) that has been signed by a principal executive officer of at least
the level of vice-president, or his authorized representative. If signed by an authorized
representative, the requirements in 15A NCAC 02T .0106(c) shall be met.
Submit a properly completed and executed Wastewater Irrigation Systems (Form: WWIS 06-
16) application. Based on the proposed modification, the Application shall complete Sections
I, II, 111, and IV, as well as the appropriate parts of Sections V and VIII. The Professional
Engineer's and Applicant's certifications shall also be completed. The WWIS 06-16
application may be downloaded at: hgps:Hdeq.nc.gov/about/divisions/water-resources/water-
resources-permits/wastewater-branch/non-discharge-permittin-u�nit/application.

Pursuant to 15A NCAC 02T .0504(c)(1) and Application Instruction I, submit Engineering
Plans that have been signed, sealed, and date by a licensed North Carolina Professional
Engineer. The engineering plans shall include:
➢ Table of contents with each sheet numbered.
➢ A general location map with at least two geographic references and a vicinity map.
➢ A process and instrumentation diagram showing all flow, recycle/return, aeration,
chemical, electrical and wasting paths related to the proposed modification.
➢ Plan and profile views of all modified treatment units, including their piping, valves, and
equipment (i.e., pumps, blowers, mixers, diffusers, flow meters, etc.), as well as their
dimensions and elevations.
➢ Details of all piping, valves, pumps, blowers, mixers, diffusers, recording devices, fencing,
auxiliary power, etc. associated with the proposed modification.
4. Pursuant to 15A NCAC 02T .0504(c)(2) and Application Instruction J, submit Specifications
that have been signed, sealed, and date by a licensed North Carolina Professional Engineer.
The specifications shall include:
➢ Table of contents with each section/page numbered.
➢ Detailed specifications for each modified treatment unit, as well as all associated piping,
valves, equipment, etc.
➢ Site Work (i.e., earthwork, clearing, grubbing, excavation, trenching, backfilling,
compacting, fencing, seeding, etc.) related to the proposed modification.
➢ Materials (i.e., concrete, masonry, steel, painting, method of construction, etc.) related to
the proposed modification.
➢ Electrical (i.e., control panels, transfer switches, automatically activated standby power
source, etc.) related to the proposed modification.
➢ Means for ensuring quality and integrity of the finished product, including leakage,
pressure and liner testing.
5. Pursuant to 15A NCAC 02T .0504(c)(3) and Application Instruction K, submit Engineering
Calculations that have been signed, sealed, and date by a licensed North Carolina Professional
Engineer. The engineering calculations shall include:
➢ Hydraulic and pollutant loading calculations for each proposed treatment unit
demonstrating how the designed effluent concentrations in Application Item V.I. were
determined.
➢ Sizing criteria for each proposed treatment unit and associated equipment (i.e., blowers,
mixers, flow meters, pumps, etc.).
➢ Friction/total dynamic head calculations and system curve analysis for each pump used (if
proposed).
➢ Manufacturer's information for all proposed treatment units, pumps, blowers, mixers,
diffusers, flow meters, irrigation system, etc.
➢ Flotation calculations for all proposed treatment units constructed partially or entirely
below grade.

6. Pursuant to 15A NCAC 02T .0507 and Application Instruction N, submit an updated Operation
and Maintenance Plan.
7. Pursuant to 15A NCAC 02T .0508 and Application Instruction O, submit an updated Residuals
Management Plan detailing how the oil/grease will be collected, handled, processed, stored,
and disposed.
Accordingly, your permit minor modification request is being returned as incomplete per the
requirements in 15A NCAC 02T .0107(b).
The success of the Water Quality Permitting Section's Non -Discharge Branch process depends
upon the receipt of complete and accurate applications and supporting documentation. Please amend the
application package to include the previously noted omitted items and resubmit with the appropriate permit
processing fee.
Please be advised that construction and/or operation of the subject facilities without a valid
permit is a violation of G.S. 143-215.1, and may subject you to appropriate enforcement actions in
accordance with G.S. 143-215.6A-6C. Civil penalties of up to $25,000 per day per violation may be
assessed for failure to secure a valid permit.
