You are right, the property this extension will serve will be of a non-residential nature. Although any development will require a site plan and future sewer main extensions, that must be permitted. The permit states "no flow" , and that flow will be permitted in subsequent permits. We have slight concern about this, because depending on the scenario (industrial/office park, for example), if the future connections are done in a way that they do not require a permit (laterals serving single buildings that are permitted by regulation according to 15A NCAC 02T .0303), they may not require a permit, and therefore the flow would never be accounted for in future permits. Sometimes in similar situations, 880 gallons/acre is used for unknown non-residential development (from 02T .0114(d), see below). That may not be appropriate for this situation, and that's fine, but just wanted to run it by you and get your thoughts. (d) Design daily flow rates for proposed non-residential developments where the type known shall be designed for a minimum of 880 gallons per acre, or the applicant A based upon anticipated or potential uses.
