PROJECT SUMMARY: Applicant proposes to construct a 34' by 18' boathouse, a 6'x 18' and a 6'x32' finger pier and to install two 3'x5' personal watercraft lifts adjacent to an existing pier. Brad Carrier Craven County Project Setting The applicant owns a 3.42 acre parcel of land adjacent to the Trent River near New Bern in Craven County, North Carolina. The property is located off NCSR 1004 at 580 Goose Creek Rd. The site is a developed residential lot that is vegetated with a mix of pines, upland grasses and scattered oaks. A vertical wooden bulkhead stabilizes approximately 100 ft of the 270 ft long shoreline. Elevation of the property is 14 feet above the normal water level. The water is 4 feet deep at the end of the proposed structure. The applicant has an existing 6'x 66' pier with a 33'x 8' L-head. Adjacent to the pier is a 12'x24' boathouse that provides a slip for one boat. A tie piling 15 ft from the platform defines a second slip. The property is located in a small residential neighborhood on the south shore of the Trent River. The properties to the east and west of the project area are developed lots with single family residences. Both properties have private piers with slips for two vessels. The shoreline in this area is bulkheaded, except for a small area of wetlands to the west of the project property. The lots are vegetated with landscape plants, mixed pines, upland grasses and scattered hardwoods. At this location, the Trent River is classified SB SW NSW by the Environmental Management Commission. The property is located in the Neuse River Basin. The waters are closed to the harvesting of shellfish. Project Description The applicant proposes to constrict a 34'x 18' covered boathouse adjacent to his existing pier. He also proposed to constrict a 6' x 32' finger pier, and a 6' x 18' finger pier and to install two 5' x 3'personal watercraft lifts on the pier. The proposed boathouse would be 58' waterward of NWL, and would widen the existing footprint of the pier by 24'. The applicant has purchased a larger boat, and cannot utilize the existing boathouse. Anticipated Impacts The project as proposed would impact 1,086 ft2. The boathouse and finger piers would usurp 1,086 square feet of river bottom, of which 969 square feet would be shaded.
