8. PROJECT SUMMARY: The applicant proposes to construct a new bulkhead, replace
the existing boardwalk, replace all finger piers, and repair the existing tee dock in the center
of the marina.
9. NARRATIVE DESCRIPTION:
Project Setting
The Carolina Marlin Club Marina Facility lies on the west side of Deerfield
Subdivision in Carteret County. Deerfield Subdivision is located off SR 1165 approximately
2.5 miles north of Beaufort within the community of Russells Creek. The Carolina Marlin
Club Marina is an existing highground basin connected by an access channel to the Newport
River.
As stated earlier the marina facility was developed along with a 225-acre tract known
as Deerfield Subdivision. The size of the basin is approximately 3.6 acres not including the
entrance channel (approximately 50'X1100' oriented WSW) accessing the Newport River. The
highground tract is 5-6' above mean sea level. East of the basin is a clubhouse which supports
the marina, south east of the basin is the dedicated spoil area for future maintenance of the
channel and basin, while the remainder of the basin is surrounded by residential home sites.
The land around the basin where not paved for parking is covered with lawn grasses. In 1978,
the original permit was for the development of a subdivision with a central marina basin and
channel. Subsequent actions include formalizing the marina with docks and parking in 1988,
the entrance channel was ripraped in 1997, and a maintenance clause for the necessary
excavation of the entrance channel has been utilized as necessary most recently in 2001.
The shoreline of the subdivision is bordered by a smooth cord grass fringe that varies
from 0'-50' in width. An island about 60 acres in size exists just to the NW of the entrance
channel. Water depths outside the entrance channel are extremely shallow. The highground
basin has an existing wood bulkhead with a slated wood boardwalk surrounding the basin.
There are 46 slips positioned perpendicular to the bulkhead utilizing finger piers and offshore
mooring pilings for permanent mooring. In the center of the basin is a "T" dock which assists
in the mooring of an additional 28 slips all totaling their current capacity of 74. The depth
within the basin appears to be 6' at mean low water. The entrance channel ultimately runs into
the Newport River classified as SA HQW. The highground basin is closed to shellfish
harvesting and does not serve as a primary or secondary nursery area.
Project Description
The applicant is proposing to replace the existing bulkhead and boardwalk surrounding
the basin, replace the finger piers both along the bulkhead and the "T" dock, and repair the
"T" dock. The new 1385' wall is proposed for 2-3' waterward of the existing wall and to be
backfilled with sand or gravel. The bulkhead wall will either be constructed with vinyl sheets
or concrete panels. This decision appears to be tied into the financing of the facility and cost of
construction bids when received. On either side of the entrance channel the bulkhead is
proposed to turn back behind the existing bulkhead for 15'.

The bulkhead will terminate on each side of the entrance channel at the existing rip rap. The
bulkhead will be partly covered with the proposed rebuilt boardwalk. The proposed boardwalk
will begin at the waterward edge of the new bulkhead and then extend back 9'. The boardwalk
will serve as the loading and unloading area for the basin perpendicular mooring spaces
delineated by the finger piers. Along the outside of the basin there are 46 finger piers to be
replaced including the four odd sized structures listed in the structures sheet. The 12' X 2'
finger piers will be replaced at the same size but will utilize two pilings on the waterward end
of the structure as opposed to the current one piling approach to increase stability. The four
odd shaped fingers measure; 4' X 14' to a floating 5' X 13', 4' X 19', 3' X 4' to a floating
11' X 4', and 2' X 6' to a floating 9' X 10'. Along the basin the replaced finger piers and
boardwalk will serve 46 vessels.
At the center of the basin is the existing "T" dock. This structure will be repaired and
the finger piers originating from it will be replaced. Approximately 4,655 ft'` of timber decking
on the structure will be replaced along with additional cross bracing added for stability. 23
finger piers will be replaced off of the "T" dock at the same dimensions as those to be
replaced around the basin. The replaced 2' X 12' fingers will serve another 28 slips making
the total number 74 with no overall increase in docking spaces.
Anticipated Impacts
The finger pier replacement will incorporate 15,360 ft2 of public trust area and estuarine
waters while shading 1,925 ft2 of the bottom. The bulkhead installation will fill 3,462 ft2 of
shallow water habitat and require 27,700 ft2 of highground disturbance required for the tie
back installation. The shore parallel boardwalk will shade 6,020 ft2 of highground. Short-term
turbidity would be expected through the installation of the new finger pier pilings and vertical
bulkhead components. This project should not increase the amount of boat traffic in this area.
It should however provide a more stable shoreline and safer docking for the marina patrons.
