Benfield Project Manager PO Box 128, Kernersville, NC 27285 www.pilotenviro.com Phase I ESA Pilot Project 3344 June 18, 2018 EXECUTIVE SUMMARY Pilot was contracted by Ecoplexus, Inc. to perform an ASTM Standard E1527-13, Phase I ESA for an approximate 284 acre site located north of Boykin Road in Eastover, Cumberland County, North Carolina. The site consists of a parcel identified by the Cumberland County Geographical Information System (GIS) as Parcel Identification Number (PIN) 0479-45-2358. Based on Pilot's review of historical records and interviews, it appears that the site has contained wooded land, timbered land, and fields since at least 1950. Structures, water supply wells or septic systems have reportedly not been located on the site. The site currently contains wooded land, timbered land, and fields. Debris was observed on several portions of the site. Visible portions of debris include scrap metal, wood, rubber tires, building materials, and household trash. Staining was not observed on the ground surfaces in the vicinity of the debris. We did not observe stained ground surfaces, stressed vegetation, or evidence of underground storage tanks (USTs) during our reconnaissance. Municipal water and sanitary sewer services are available in the vicinity of the site. The site is located in an area of Eastover that can generally be described as residential. Properties in the vicinity of the site contain single family residences, wooded land, and fields. A gasoline station is located approximately 1,250 feet north of the site. The Standard Environmental Records (SER) search prepared by Environmental Data Resources, Inc. (EDR) identifies documented releases of petroleum at several properties in the vicinity of the site. Based on the distances (approximately 1,250 feet and more) and the groundwater flow direction inferred from surface topography, these releases are not expected to impact the site. Pilot has performed a Phase I Environmental Site Assessment in general conformance with the scope and limitations of ASTM E1527-13 for the approximate 284 acre site located north of Boykin Road in Eastover, Cumberland County, North Carolina. Exceptions to, or deletions from, this practice are described in Section 1.4 of this report. As documented and qualified by this report, this assessment has revealed no evidence of recognized environmental conditions (RECs) in connection with the site. This Executive Summary includes only a summary of relevant information in the Phase I Environmental Site Assessment report. Pilot recommends that the report be read in its entirety. This ESA should allow the User the opportunity to qualify for landowner liability protection under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). The landowner liability protections are: an innocent landowner, a contiguous property owner, or a bona fide prospective purchaser. The User must meet the protection stipulations detailed in CERCLA to qualify, as well as meet the User Obligations contained within ASTM E1527-13 standard. Pilot Environmental Inc. (Pilot) understands that this Phase I ESA is being prepared prior to a pending real estate transaction. 1.2 Scope of Services Pilot was retained to complete a Phase I ESA in general accordance with the standard developed by the American Society for Testing and Materials (ASTM) entitled "E1527-13 Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process." The Phase I ESA was conducted in accordance with ASTM E1527-13 and EPA Standards and Practices for All Appropriate Inquiry (40 CFR §312.10). The environmental assessment was conducted under the supervision or responsible charge of an individual that qualifies as an environmental professional, as defined in 40 CFR §312.10. I, Toby Benfield, declare that, to the best of my professional knowledge and belief, I meet the definition of Environmental Professional as defined in § 312.10 of 40 CFR 312; and I have the specific qualifications based on education, training, and experience to assess a property of the nature, history, and setting of the subject property. I have developed and performed all appropriate inquiries in conformance with the standards and practices set forth in 40 CFR Part 312. 1.3 ASTM E1527-13 Definitions ASTM E1527-13 defines a "recognized environmental condition" as "the presence or likely presence of any hazardous substances or petroleum products in, on or at a property: 1) due to release to the environment, 2) under conditions indicative of a release to the environment; or 3) under conditions that pose a material threat of a future release to the 1 Phase I ESA Pilot Project 3344 June 18, 2018 environment." For the purposes of this practice, "migrate' and "migration" refer to the movement of hazardous substances or petroleum products in any form including solid and liquid at the surface or subsurface and vapor in the subsurface. Vapor migration in the subsurface is described in Guide E2600 published by ASTM. Pilot has not conducted a Vapor Encroachment Screen in accordance with the E2600 guide. A "de minimis condition" is a condition that generally does not represent a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. De minimis conditions are not recognized environmental conditions nor controlled recognized environmental conditions. A "controlled recognized environmental condition (CREC)" is a recognized environmental condition resulting from a past release of hazardous substances or petroleum products that has been addressed to the satisfaction of the applicable regulatory authority (for example, as evidenced by the issuance of a no further action letter or equivalent, or meeting risk -based criteria established by regulatory authority), with hazardous substances or petroleum products allowed to remain in place subject to the implementation of required controls (for example property use restrictions, activity and use limitations, institutional controls, or engineering controls). A condition identified as a controlled recognized environmental condition does not imply that the Environmental Professional has evaluated or confirmed the adequacy, implementation or continued effectiveness of the required control that has been, or is intended to be, implemented. A "historic recognized environmental condition (HREC)" is a past release of any hazardous substances or petroleum products that has occurred in connection with the property and has been addressed to the satisfaction of the applicable regulatory authority or meeting unrestricted residential use criteria established by a regulatory authority, without subjecting the property to any required controls (for example property use restrictions, activity and use limitations, institutional controls, or engineering controls). Before calling the past release a historical recognized environmental condition, the Environmental Professional must determine whether the past release is a recognized environmental condition at the time of the Phase I Environmental Site Assessment is conducted (for example, if there has been a change in the regulatory criteria). A "business environmental risk (BER)" is "a risk which can have a material environmental or environmentally -driven impact on the business associated with the current or planned use of a parcel of commercial real estate, not necessarily limited to those environmental issues required to be investigated in this practice." Client -imposed limitations and site condition limitations, if encountered, are detailed in Section 5.1 Methodology and Limiting Conditions. 2 Phase I ESA Pilot Project 3344 June 18, 2018 1.4 Limitations and Exceptions The findings of this report are limited to conditions observed at the time of the site reconnaissance, interviews with the landowners, and review of public documents and may not represent conditions at a later date. The site reconnaissance was conducted by walking accessible portions of the site along and within the site boundaries. Much of the information provided in this report is based upon personal interviews and review of available public documents, records and maps held by government and private agencies. This report is subject to the limitations of historical documentations, availability and accuracy of pertinent records, and the personal recollection of persons interviewed. The conclusions and/or recommendations presented within this report are based upon a level of investigation consistent with the standard of care and skill exercised by members of the same profession currently practicing in the same locality under similar conditions. The intent of this assessment is to identify the potential for recognized environmental conditions in connection with the site; however, no environmental site assessment can completely eliminate uncertainty regarding the potential for recognized environmental conditions in connection with the site. Additional exploratory work, including sampling and laboratory analysis that is beyond the scope of a Phase I ESA may be required to determine if contamination exists on a site. No warranty, expressed or implied, is made with regard to the conclusions and/or recommendations presented within this report. Non -scope considerations or additional issues including, but not limited to, as asbestos, radon or mold were not investigated, unless otherwise described in Section 9.0 of this report. 1.5 User Reliance The resulting report is provided for the sole use of Ecoplexus, Inc. Use of this report by any third parties will be at such party's sole risk. Pilot disclaims liability for any use or reliance by third parties. 1.6 Data Gaps Data gaps have not affected our ability to identify RECs associated with the site. 3 Phase I ESA Pilot Project 3344 June 18, 2018 2.0 SITE DESCRIPTION 2.1 Site Location and Legal Description The site is in an approximate 284 acre tract located north of Boykin Road in Eastover, Cumberland County, North Carolina. The site consists of a parcel identified by the Cumberland County Geographical Information System (GIS) as Parcel Identification Number (PIN) 0479-45-2358. A legal description of the site was not provided to Pilot. The approximate site boundary is depicted on Drawing 2 of Appendix I. 2.2 Current Use of the Site The site is an approximate 284 acre tract that contains wooded land, timbered land, and fields. 2.3 Current Uses of Adjoining Property The site is located in a residential area of Eastover. The site is bound on the north by wooded land; on the east by wooded land and fields; on the south by Boykin Road and wooded land; and on the west by wooded land. 4 Phase I ESA Pilot Project 3344 June 18, 2018 3.0 USER PROVIDED INFORMATION The ASTM E1527-13 User Questionnaire was completed by Mr. Pete Parkinson on behalf of Ecoplexus, Inc. Section 3.0 is based on user provided information and the completed questionnaire. A copy of the completed User Questionnaire is included in Appendix II. 3.1 Title Records A title report was not supplied by the user. If a title report is supplied, Pilot will review it for evidence of environmental concerns and issue an addendum to this report if the review indicates a material difference in our findings. 3.2 Environmental Liens or Activitv and Use Limitations Pilot was not contracted to obtain information on environmental liens or activity and use limitations. The User indicated that either they or their agent have checked for environmental liens. The user indicated that they are not aware of environmental liens or activity and use limitations at the site. 3.3 Specialized Knowledge The User indicated that they are not aware of specialized knowledge of environmental concerns. 3.4 Valuation Reduction for Environmental Issues The User indicated that they are not aware of a valuation reduction of the purchase/lease price being paid for the subject site due to environmental issues. 3.5 Commonly Known or Reasonably Ascertainable Information The User indicated that past uses of the site include farming and vacant land. The User did not indicate knowledge of specific chemicals, spills, chemical releases or environmental cleanups. 3.6 Degree of Obviousness The User is not aware of obvious indicators that point to the presence or likely presence of contamination at the subject site. 5 Phase I ESA Pilot Project 3344 June 18, 2018 4.0 RECORDS REVIEW 4.1 Physical Setting Records The USGS topographic map, Stedman and Vander, North Carolina quadrangles depict Bakers Swamp on the western and southern portions of the site. Elevations on the site range from approximately 140 feet above mean sea level on the eastern portion of the site to approximately 120 feet above mean sea level on the southwestern portion of the site. Based on the review of the USGS topographic map and observations of the general area and topography, surface run-off would be expected to flow to the south and west. The subject site is located within the Piedmont Physiographic Province. The Piedmont Physiographic Province generally consists of hills and ridges which are dissected by a system of swales and streams. The Piedmont Physiographic Province is predominantly underlain by metamorphic rock (formed by heat, pressure and/or chemical action) and igneous rock (formed directly from molten material). The topography and relief of the Piedmont Province has developed from differential weathering of the igneous and metamorphic rock. Ridges and hills have been developed in areas of less weathered rock. Because of the continued chemical and physical weathering, rock in the Piedmont Physiographic Province is generally covered with a mantle of soil that has weathered in place from the parent bedrock. These soils vary in thickness and are referred to as residuum or residual soils. The residuum is typically finer grained and has higher clay content near the surface because of the advanced weathering. Similarly, the soils typically become coarser grained with increasing depth because of decreased weathering. As the weathering decreases, the residual soils generally retain the overall appearance, texture and foliations of the parent rock. In general, groundwater movement in the Piedmont Physiographic Province is from higher to lower elevations. As such, the presumed direction of groundwater flow is to the south and west. Based on the presumed groundwater flow direction, areas to the north and east are potentially up -gradient of the site. The actual groundwater flow direction cannot be determined without site -specific information obtained through the installation of groundwater monitoring wells. [1 Phase 1 ESA Pilot Project 3344 June 18, 2018 4.2 Regulatory Records A regulatory records search of ASTM standard and supplemental databases was conducted for the site and properties located within the ASTM recommended minimum search radii. The regulatory records search was prepared by Environmental Data Resources (EDR). The following table indicates the standard environmental record sources and the specified minimum search distances for each database. While this attempt at verification is made with diligence, Pilot cannot guarantee the accuracy of the record search beyond that of information provided by the regulatory report. Mapped and unmapped sites identified in the regulatory report that are not subsequently addressed below were field verified to the extent possible by Pilot using the information available. Pilot makes no warranty regarding the accuracy of the database report information included within the regulatory report. 7 Phase I ESA Pilot Project 3344 June 18, 2018 4.3 Federal Databases Federal National Priorities List (NPL) The NPL is a subset of Comprehensive Environmental Response, Compensation, and Liability Information System (CERCLIS) and identifies "superfund" sites that have had documented contamination incidents. Neither the site nor properties located within the ASTM approximate minimum search distance are identified on the NPL. Federal Delisted NPL The Delisted NPL identifies sites previously listed on the NPL that no further response is appropriate. Neither the site nor properties located within the ASTM approximate minimum search distance are identified on the Delisted NPL. Federal CERCLIS CERCLIS contains sites that are either proposed to or on the NPL and sites which are in the screening and assessment phase for possible inclusion on the NPL. Neither the site nor properties listed within the ASTM approximate minimum search distance are identified on the CERCLIS. Federal CERCLIS No Further Remedial Action Planned (NFRAP) CERCLIS sites designated as NFRAP have been removed from CERCLIS because no contamination was found, contamination was removed quickly without the need for the site to be placed on the NPL, or the contamination was not serious enough to require federal Superfund action or NPL consideration. Neither the site nor properties located within the ASTM approximate minimum search distance are identified on the CERCLIS-NFRAP. Federal Corrective Action Reoort (CORRACTS CORRACTS identifies hazardous waste handlers that have been subject to corrective action under Resource Conservation and Recovery Act (RCRA). M Phase I ESA Pilot Project 3344 June 18, 2018 Neither the site nor properties located within the ASTM approximate minimum search distance are identified on the CORRACTS. Federal Resource Conservation and Recovery Information System (RCRIS) — Treatm Storage and Disposal (TSD) Facilities RCRIS identifies facilities that treat, store or dispose of hazardous wastes as defined by the RCRA. TSD facilities treat, store or dispose of hazardous waste. Neither the site nor properties located within the ASTM approximate minimum search distance are identified as TSD facilities. Federal RCRA - Generators RCRA identifies facilities that generate hazardous wastes as defined by the RCRA. Conditionally exempt small quantity generators (CESQGs) generate less than 100 kilograms of hazardous waste, or less than 1 kilogram of acutely hazardous waste, per month. Small quantity generators (SQGs) generate between 100 and 1,000 kilograms of hazardous waste per month. Large quantity generators (LQGs) generate more than 1,000 kilograms of hazardous waste or more than 1 kilogram of acutely hazardous waste per month. Neither the site nor adjacent properties are listed as a RCRA Generator. Federal Engineering Controls (EC) List The Federal EC list identifies engineering controls including various forms of caps, building foundations, liners, and treatment methods used to eliminate pathways for regulated substances to enter environmental media or affect human health. The site is not identified on the EC List. Federal Institutional Controls (IC) List The Federal IC list identifies institutional controls including administrative measures, such as groundwater use restrictions, construction restrictions, property use restrictions, and post remediation care requirements intended to prevent exposure to contaminants. The site is not identified on the IC List. E] Phase I ESA Pilot Project 3344 June 18, 2018 Federal Emergency Response Notification System (ERNS) The ERNS list is a national database that stores and records information on reported releases of hazardous substances, including petroleum products. The site is not identified on the ERNS List. 4.4 State Databases State Hazardous Substance Disposal Site (HSDS) The State HSDS records are locations of uncontrolled and unregulated hazardous waste sites. The records include sites on the NPL as well as those on the state priority list. Neitherthe site northe properties located within the ASTM approximate minimum search distance are identified on the HSDS. State Hazardous Waste Sites (SHWS) Inventory State hazardous waste site records are the states' equivalent to CERCLIS. These sites may or may not be already listed on the federal CERCLIS database. Neither the site nor properties located within the ASTM approximate minimum search distance are identified on the SHWS Inventory. Solid Waste Facilities/Landfill List The North Carolina Solid Waste Section maintains a list of permitted solid waste facilities. These facilities may be active or inactive facilities or open dumps that failed to meet RCRA Subtitle D Section 4004 criteria for solid waste landfills or disposal sites. The site is not identified on the LUST List. Four properties located within the ASTM approximate minimum search distance are identified on the LUST List. Based on the distances (approximately 1,250 feet and more) and the groundwater flow direction inferred from surface topography, releases from these facilities are not expected to impact the site. NC LAST The LAST list, maintained by the NCDEQ-Division of Waste Management (DWM), is a record of reported leaking aboveground storage tank incidents. Neither the site nor the properties located within the ASTM approximate minimum search distance are identified on the LAST List. Registered Underground Storage Tank (UST) List The Registered UST List inventories USTs registered with the NCDEQ. This list does not identify USTs that have not been registered with the NCDEQ, such as home heating oil tanks and other non -regulated tanks. Neither the site nor adjacent properties are identified on the Registered UST List. Aboveground Storage Tank (AST) Database The AST Database is a list maintained by the NCDEQ of facilities with ASTs that have a capacity greater than 21,000-gallons. Neither the site nor adjacent properties are identified on the AST Database. State IC List The State IC List identifies No Further Action facilities with land use restrictions or monitoring requirements. State Brownfields Projects Inventory The State Brownfields Projects Inventory identifies Brownfields projects inventoried with the NCDEQ. The properties listed in the inventory maintain a Brownfields agreement for cleanup and liability control. Neither the site nor properties located within the ASTM approximate minimum search distance are identified on the State Brownfields Projects Inventory. 4.5 Additional Environmental Records Sources Incident Manaeement Database (IMD The IMD is a record of groundwater and soil contamination incidents. The site is not identified on the IMD. Three properties located within one-half mile are identified on the IMD. Based on the distances (approximately 1,250 feet and more) and the groundwater flow direction inferred from surface topography, releases from these facilities are not expected to impact the site. LUST Trust The Lust Trust database contains information about claims against the State Trust Funds for reimbursement for expenses incurred while remediating leaking USTs. Unmapped (Orphan) Facilities and Sites Unmapped facilities do not contain sufficient address or location information to evaluate the facility listing locations relative to the site. Two properties were identified on the Orphan Summary List as unmapped sites. Determining the locations of unmapped facilities is beyond the scope of this assessment. Based on our site reconnaissance and available information, Pilot did not identify these facilities on the site or adjacent properties. NPL Liens The NPL Liens is a list maintained by the U.S. EPA listing of filed notices of Superfund Liens. The site is not identified on the NPL Liens. Drycleaners The Drycleaners database identifies potential and known dry cleaning sites, active and abandoned, that the Dry cleaning Solvent Cleanup Program has knowledge of and entered into this database. Neither the site nor properties located within one -quarter mile of the site are identified on the Drycleaners database. US Brownfields The US Brownfields identifies Brownfield properties inventoried with the U.S. EPA. The properties in the listing are addressed by Cooperative Agreement Recipients and Targeted Brownfields Assessments. Neither the site nor properties located within one-half mile of the site are identified on the US Brownfields. 4.6 Historical Use Records Sanborn Fire Insurance Map Review Pilot contracted EDR to provide Sanborn Fire Insurance Maps (Sanborns) for the site and surrounding properties to determine past uses. A Certified Sanborn Map Report provided 13 Phase I ESA Pilot Project 3344 June 18, 2018 by EDR during a previous assessment at the site indicates that Sanborns do not provide coverage of the site. A copy of the EDR Certified Sanborn Map Report is included in Appendix IV. Aerial Photograph Review Pilot reviewed aerial photographs of the site and immediately surrounding properties for evidence of former usage which may indicate potential environmental issues. The aerial photographs were provided by EDR and Google Earth. The aerial photographs reviewed were dated 1950, 1964, 1966, 1976, 1981, 1993, 1998, 2005, 2006, 2008, 2009, 2010, 2012, 2013, 2015, 2016, 2017, and 2018 (Drawing 2). The Pilot review is dependent on the quality and scale of the aerial photographs. Site On the 1950 through 2018 aerial photographs, the site contains wooded land, fields, and unimproved access roads. Timbering activities are visible on the site throughout the aerial photographs reviewed. Off -site On the 1950 through 2016 aerial photographs, the surrounding properties contain single family residences, agricultural fields, and wooded land. Beginning on the 1964 aerial photograph, James Dail Road is visible approximately 600 feet east of the site and Interstate 95 is visible approximately 1,700 feet west of the site. Beginning on the 1976 aerial photograph, Boykin Road is visible immediately south of the site. Beginning on the 1993 aerial photograph, an apparent hotel is visible approximately 2,050 feet north of the site. Beginning on the 2006 aerial photograph, an apparent gas station is visible approximately 1,250 feet north of the site. City Directory Review One of the ASTM standard historic sources to be reviewed for previous site use are local street directories, commonly known as city directories. The purpose of the directory review is to identify past occupants of the site, adjoining and nearby properties. In some rural areas, street directories are limited or unavailable. Pilot reviewed city directories provided by EDR. The directories reviewed are dated 1992, 1995, 2000, 2005, 2010 and 2014. Directories dated prior to 1992 do not provide coverage of the site or surrounding properties. The site is unaddressed and therefore, is not identified in the directories. The directories identify residential occupants in the vicinity of the site along James Dail Road. 14 Phase I ESA Pilot Project 3344 June 18, 2018 Fire Department Records Pilot contacted the Eastover Volunteer Fire Department to obtain information concerning releases of hazardous materials or petroleum in the vicinity of the site. According to Chief Todd Thurmond, there have been no fire department responses due to releases of hazardous materials or petroleum, at or within the vicinity of the site. Observations were made from a walking reconnaissance around the perimeter boundary and along several transects across the site. Dense vegetation limited visibility of ground surfaces on several areas of the site. Photographs and a site reconnaissance check -list are included in Appendix V. 5.2 On -Site Observations The site contains wooded land, timbered land (Photograph 1), and fields. Debris (Photograph 2) was observed on several portions of the site. Visible portions of debris include scrap metal, wood, rubber tires, building materials, and household trash. Staining was not observed on the ground surfaces in the vicinity of the debris. We did not observe stained ground surfaces, stressed vegetation, or evidence of underground storage tanks during our reconnaissance. 5.3 Adioining and Nearby Property Observations Adjoining and nearby properties were observed at the time of our site reconnaissance. Reconnaissance of the adjacent properties was limited to visual observations from the site boundaries and publicly accessible roadways and sidewalks. The site is located in a residential area of Eastover, Cumberland County, North Carolina. The site is bound on the north by wooded land. Single family residences, fields, an airport, and wooded land are located farther north. A gas station is located approximately 2,050 feet north of the site. The site is bound on the east by wooded land and fields. Single family residences, wooded land, and fields are located farther east. The site is bound on the south by Boykin Road. Single family residences, wooded land, fields, and churches are located farther south. The site is bound on the west by wooded land. Single family residences, wooded land, and fields are located farther west. 16 Phase I ESA Pilot Project 3344 June 18, 2018 6.0 INTERVIEWS Pilot interviewed Mr. J. Duane Gilliam, the owner of the site. Mr. Gilliam stated that he has owned the property since approximately 2009. He stated that he is unaware of previous structures on the site. Mr. Gilliam is not aware of water supply wells or septic systems having been located on the site. Mr. Gilliam stated that to the best of his knowledge, neither pesticides nor fuel for farm equipment have been stored or applied on the site. He stated that he is not aware of fuel for agricultural equipment being stored at the site or USTs associated with the site. Mr. Gilliam stated he is not aware of any buried trash, previous landfill activity, or cemeteries associated with the site. According to Mr. Gilliam, municipal water is available to the site, but sanitary sewer services are not currently available. Mr. Gilliam indicated that he is not aware of 1) environmental concerns associated with the site 2) any pending, past, or threatened administrative litigation or administrative proceedings relevant to hazardous substances or petroleum products in, on, or from the site or 3) any government notices regarding any possible violation of environmental laws or possible liability related to hazardous substances or petroleum products. Pilot contacted the Eastover Volunteer Fire Department to obtain information concerning releases of hazardous materials or petroleum in the vicinity of the site. According to Chief Todd Thurmond, there have been no fire department responses due to releases of hazardous materials or petroleum, at or within the vicinity of the site. 17 Phase I ESA Pilot Project 3344 June 18, 2018 7.0 FINDINGS AND OPINIONS Pilot was contracted by Ecoplexus, Inc. to perform an ASTM Standard E1527-13, Phase I ESA for an approximate 284 acre site located north of Boykin Road in Eastover, Cumberland County, North Carolina. The site consists of a parcel identified by the Cumberland County GIS as PIN 0479-45-2358. Based on Pilot's review of historical records and interviews, it appears that the site has contained wooded land, timbered land, and fields since at least 1950. Structures, water supply wells or septic systems have reportedly not been located on the site. The site currently contains wooded land, timbered land, and fields. Debris was observed on several portions of the site. Visible portions of debris include scrap metal, wood, rubber tires, building materials, and household trash. Staining was not observed on the ground surfaces in the vicinity of the debris. We did not observe stained ground surfaces, stressed vegetation, or evidence of USTs during our reconnaissance. Municipal water and sanitary sewer services are available in the vicinity of the site. The site is located in an area of Eastover that can generally be described as residential. Properties in the vicinity of the site contain single family residences, wooded land, and fields. A gasoline station is located approximately 1,250 feet north of the site. The SER search prepared by EDR identifies documented releases of petroleum at several properties in the vicinity of the site. Based on the distances (approximately 1,250 feet and more) and the groundwater flow direction inferred from surface topography, these releases are not expected to impact the site. I Phase I ESA Pilot Project 3344 June 18, 2018 8.0 CONCLUSIONS Pilot has performed a Phase I Environmental Site Assessment in general conformance with the scope and limitations of ASTM E1527-13 for the approximate 284 acre site located north of Boykin Road in Eastover, Cumberland County, North Carolina. Exceptions to, or deletions from, this practice are described in Section 1.4 of this report. As documented and qualified by this report, this assessment has revealed no evidence of RECs in connection with the site. 19 Phase I ESA Pilot Project 3344 June 18, 2018 9.0 NON -SCOPE SERVICES ASTM guidelines identify non -scope issues which are beyond the scope of this practice. Non -scope issues have the potential to be business environmental risks.
