Subject: Proposed replacement of Bridge No. 212 over Reese Creek, on SR 1838 in Cumberland County, Federal Aid
Project No. BRZ-1838(1), State Project No. 8.2444 101, TIP No. B-4492
Dear Dr. Thorpe:
The NC Division of Water Quality has reviewed your submittal for a 401 Water Quality Certification for the
aforementioned project. Review of your application revealed it lacking necessary information required for making an
informed permit decision. The permit application was deficient in the following areas:
• 1 The application does not provide any mention of how this work will be accomplished "in the dry". Please submit a
1 detailed plan explaining how the site will be dewatered during the course of construction.
• 1 The application does not explain the need for replacement of an existing bridge with a culvert. Although this maybe
discussed in the CE document, this office has not had the opportunity to review the CE. At a minimum, please provide
specific information (costs, constructability, issues, safety, etc.) discussing why this bridge cannot be replaced with
another bridge.
• Installation and burial of culverts often provides opportunity for development of a headcut in the stream. What
measures will be taken to prevent this? Will a sill be used?
• The(PCN requests approval for 45 ft. of temporary stream impacts. Given that the TS area identified is upstream and
dow `stream of the requested bank stabilization areas, what will this work involve?
Therefore, pursuant to 15A NCAC 2H .0507(a)(5), we will have to place the permit application on hold until we are
supplied the necessary information. You have 21 days to respond in writing with the requested information or notification
to this office that the information is forthcoming. If, at the end of the 21 days, this office has not received this information
in writing, we will assume you are withdrawing your application and it will be returned. Furthermore, until the
information is received by the NC Division of Water Quality, we request (by copy of this letter) that the US Army Corps
of Engineers place the permit application on hold.
