Description of proposed work including discussion of type of mechanical equipment to be used: The majority of the work done on this project will be covered under by general Nationwide 3 permit. Some of the work with this project will also be covered under the Nationwide Permit Number 33. This project involves four work sites: Lake Landing Canal, Waupoppin Canal, Outfall Canal, and Rose Bay Canal to replace the flap gates and sills in each of the water control structures. Lake Landing Canal water control structure A contractor will be used to replace the flap gates and si lls at the water control structures located at Lake Mattamuskeet NWR. The contractor will have the option to use weir/stop logs, cofferdams, sheet pilings, or water bladders to stop the flow of water and install new flap gates and to install new wooden sills. The weir/stop logs will be placed into slots in the water control structure to stop the flow of water though the water control structure. A crane will be used to place the weir/stop logs into place. Water will be pumped out from the bays to facilitate replacement of the flap gates. A crane will be used to pull the flap gate out and to replace the new one. A second option would be to construct two temporary cofferdams at the site with a dragline and clamshell to facilitate repairs. Remaining water will be pumped out to facilitate installation of the flap gates. A crane will be used to pull the flap gates out and to replace new ones. A third option would be to drive sheet pilings into the canal with a crane/pile driver to dam off the canal. Remaining water will be pumped out to facilitate the repairs. A fourth option would be to use water bladders. The water bladder would fill up with water and sink to the bottom of the canal creating a dam to stop the flow of water. One will be used on the sound side and the other on the lake side. All work will be completed in accordance with the conditions of United States Army Corps of Engineers Nationwide Permits 3 and 33. Purpose of the proposed work: The purpose for replacing these flap gates are to revert back to previous flap gate design that facilitates more water flow and allows better movement of fish and other aquatic organisms between Lake Mattamuskeet and the Pamlico Sound.
