Box 368 Thomasville, NC 27361 Subject: Pretreatment Review of Industrial User Pretreatment Permit City of Thomasville (NPDES Number: NC0024112) Davidson County Dear Ms. Conder: PERCS Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) modification submitted by the City of Thomasville for the following Significant Industrial User (SIU). The draft IUP was initially received by the Division on March 4, 2020, followed by updated copy of modified IUP received on March 26, 2020. IUP # SIU 40 CFR 0029 Custom Drum Services, Inc. N/A The review, with the observation below, indicates that the IUP is adequate and the minimum requirements of 15A NCAC 02H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met. 1. Allocation Table: By reviewing the updated Allocation (AT), with the increased limits of some of the metals in the Custom Drum Services IUP, it appears that the available MAHLs still positive. However, please note that the POTW needs to use site -specific water quality standards using dissolved metal criteria and in -stream and effluent hardness in the next updated Headworks Analysis, which is due October 1, 2020, and some of the metals MAHLs could be much lower than the current ones. 2. IUP Transmittal: Please note that, State rules have updated effective July 1, 2019. Per 15A NC 02H .0917(a), each control authority shall transmit to the Division of all significant industrial user pretreatment permits 30 days prior to the effective date. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from significant/categorical industrial users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
