On February 26, 2020, the Town of Walnut Cove WWTP (permit number NC0025526) was
inspected by your staff member Justin Henderson. I received your letter that was sent out on
March 2, 2020 concerning steps that need to be taken by our staff at the WWTP in order to be
compliant with the WWTP permit. Following are these steps the Town of Walnut Cove is taking
to address these issues as listed on your March 2, 2020 letter.
1) Failure to have composite samples using flow proportional method.
ACTION TAKEN- On March 26, 2020 the Town installed anew Teledyne ISCO5800 refrigerated
composite sampler at our Effluent sample site. The older Effluent composite sampler was
relocated to the Influent sample site and a new refrigeration system installed in the sampler.
(The older sampler was damaged due to heavy flooding). Composite samplers will be installed
to operate on a flow proportional system.
2) Failure to ensure composite sample is maintained at or below 6 degrees Celsius.
ACTION TAKEN- As noted a new composite sampler for Effluent has been ordered and the
cooling system in the sampler now at Effluent is being replaced at same time new sampler is
being installed. This sampler shall be placed at Influent and new sampler placed at Effluent.
Both samplers will be set up by Clearwater Inc. to operate at or below 6 degrees Celsius during
entire sampling cycle. Both samplers will have thermometers installed during set up.
3) Failure to have designated back up (ORC)
ACTION TAKEN- On March 12, 2020 Mark Delehant, Grade I WWTP Certification (994629) was
designated as the Town of Walnut Cove WWTP back up (ORC). The back up (ORC) designation
forms were completed and sent to your office on March 13, 2020.
4) Failure to conductor maintain ORC documented log
ACTION TAKEN- Mark Bowman (ORC) Town of Walnut Cove is now documenting all daily
activity conducted at the WWTP using a 2020 calendar type binder for his daily records.
5) Failure to maintain documented log for Total Residual Chlorine and dissolved oxygen
calibrations.

ACTION TAKEN- Dissolved oxygen calibration has always been conducted by ORC. The ORC
failed to record these D.O. calibrations and the ORC is now recording all D.O. calibrations and
recording them as needed.
6) Failure to provide annual performance report
ACTION TAKEN- WWTP (ORC) Mark Bowman is currently working on WWTP annual
performance report. Report should be completed in full within 30 days of this letter if not
before.
ITEM OF CONCERN: Town of Walnut Cove currently employees two part time employees.
These two employees have already begun to clear trees, bushes and vegetation from areas
around outside of Lagoon one and two. This clearing should be completed by this summer
2020.
