There are some pros and cons that have been discussed. Reducing or eliminating equipment and dredging on the beach face is obviously a great benefit to the resource. However, the use of upland material to fill the cells opens the door for non -compatible beach material to be used. I know NCDOT's letter states it could/would use overwash sand, but I can see the circumstance where there is not enough overwash material to fill the bags and build the dunes, etc. As we have seen over the years it is likely that at some point the bags will be overtopped, undermined, rupture, or emptied for removal at which time the material will be on the beach. Therefore if this is allowed WRC would like to see a requirement to use beach compatible material to fill the bags. There is also a broader concern that because of the size of this product it is not temporary in nature and will function as a more long-term solution. With that in mind, if allowed here it would open the door for use outside of protecting NC 12. Will this have to go in front of the CRC for a variance? Travis W. DCM requested updated consultation on changing the project to use this product. Please see the attached request letter to DCM and product information. Please provide any comments you may have on this product, or if you feel an updated Concurrence Letter would be needed. In my opinion, this product would totally keep us off the beach face and would avoid impacts to shorebirds and nesting sea turtles. Thanks, Paul C. This includes the location of the material to be used for each activity. Please confirm that information contained within the project narrative correlates with information provided on all submitted drawings. • Updated workplan drawings and associated typical cross section/profiles, including dimensions of the proposed sandbags and any resulting changes to the dune dimensions. Please date the drawings. • Please provide information about any correspondence with the National Park Service regarding the proposal, and if it is known whether a modification of the NPS Special Use Permit will be required. • Please provide an update on any project related Section 7 coordination/consultation requirements with USFWS.
