Thanks for your comments. I believe it appropriate to inspect the concrete plant to see who is actually the operator, as
from your pull of Lenoir County Concrete Plants, many questions exist.
While visiting the site, the Barnhill logo was on signs, trucks, etc.
I will change the inspection in BIMS to neither, and recommend that the rescission of the permit be denied due to on
site material storage.

They had asked for the permit to be rescinded. The rescission was denied due to the continued use of the site. Now
they have asked to rescind the permit again, yet there is more activity at the site, and at other coordinates along the
same strip of land which is within the floodplain of the Neuse.
Samir recommended that I touch base for consistency since the permits and rescissions are issued from your office. I am
asking for guidance as I have the inspection noted as not compliant, but that's all I have done at this point. Am I to issue
a violation and require compliance? If they were required to remove the material from the site, I expect that it will only
be moved to other coordinates. (35.2405,-77.5583) Zoom in all along the south side of the river in the area of the site
coordinates. To the west, Barnhill has a Concrete Plant and their office area, and closer to the coordinates to the wast is
the largest pile of asphalt shingles that I have seen in the region to date. And to the east of the coordinates across the
tracks, I saw other Barnhill vehicle activity, for another day. Itjust appears to me that business is booming, yet reducing
overhead maybe a top priority. And now that I mention the concrete plant, at quick glance I'm not seeing that their
concrete plant is permitted. Do you see a NCG14 for Barnhill in Lenoir County?
Just let me know how to proceed.

If they haven't removed the materials they were supposed to, then we can't rescind the permit, and they owe the
fees. Were they every instructed to remove those materials? I'm copying Annette and Suzanne here, as I sign off soon
and will be transitioning computers early next week, so I may be a little out of reach.

Hello,
I'm running behind, as usual. I visited the this site on 7/23/19 for a rescission request. I am attaching the inspection
report summary, and hope to discuss or to otherwise get your thoughts of how to best handle this situation of
permittees trying to keep there expenses at a minimum, yet never actually understanding many of the requirements of
the NPDES SW program.
To highlight the situation, in 2014 1 guided David Glover to keep NCG16006 active due to stored material piles existing
onsite. I see the fee was not paid in 2014.
Evidently the company decided that the permit was no longer required and did not pay the fee for 2018.
The fee is due 8/1/19 for 2019 and the storage piles are even larger with lots of construction vehicles and Barnhill traffic
in the area.
What's your thoughts? I entered the inspection report, and spoke to Samir requesting guidance as to how to proceed,
but have not discussed with anyone, or taken other action. Samir requested that I contact you for your thoughts.
