I H.Lamont Allen certify to the best of my knowledge that the addition of
the volume of wastewater to be pernutted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
pf the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II
plus all attached planning assessment addendums for which I am the responsible party.

• A query of our database does not list the City Engineer as having signatory authority. Please verify that Clark
Thomas, City Engineer, has signatory authority (please review 15A NCAC 02T.016 if clarification is needed.)
• Per General instruction F. Site maps, a street level map (aerial) showing the general project area was not
included in the application.
• Section IX.4. is checked "yes" that the project requires coverage under a 404/401. A review of our database
does not show an application matching this project. Is the application being prepared, has been applied for or
has been obtained?
• Due to the length of the project, please verify that there are no high priority lines.

Sorry about the inconvenience, I was not aware a narrative was needed for the resubmittal. Below is the revised
narrative, please let me know if you have questions or there is anything else I can do.
The project features an addition to the City of Henderson sewer collection system by installing new gravity
sewer, duplex pump station, force main, and associated appurtenances to serve a new portion of the Vance
County Industrial Park. The new sewer infrastructure includes the installation of approximately 2,890 feet of 8"
gravity sewer, one new duplex pump station with a design point of 510 GPM at 85' TDH, and approximately
3,565 feet of 8" force main discharging to Henderson's existing collection system. The project also features the
installation of approximately 1,300 feet of 6" force main that will divert flow from an existing pump station to
the new pump station for operation and maintenance purposes. The additional wastewater generated from
the proposed project is approximately 69,520 GPD as shown in the application.

Regarding the above referenced project, please find the below itemized responses to each of the
received comments. For clarity, all comments are listed below with our responses bold and italicized
under each.
• The narrative lists the length of 6 inch force main as 1,350 If, however, section VIII.5. requests
1,320 If of 6 inch force main. Please revise the appropriate section.
The length of the 6" force main was revised to 1,300 If and has been updated on the revised
application enclosed.
• A flow Tracking/Acceptance form was not included in the application.
FTSE application for associated project is enclosed with the attached resubmittal.
• A query of our database does not list the City Engineer as having signatory authority. Please
verify that Clark Thomas, City Engineer, has signatory authority (please review 15A NCAC
02T.016 if clarification is needed.)
A delegation letter has been prepared by the City of Henderson to allow the City Engineer
signing authority. This delegation letter is enclosed with this resubmittal.
• Per General instruction F. Site maps, a street level map (aerial) showing the general project area
was not included in the application.
A site map with an aerial is now enclosed with the attached resubmittal as indicated on the
attached application.
