Please provide an updated ePCN submittal showing flood plain benches listed separately from bank stabilization in the impact table. Flood plain benches are considered permanent fill to jurisdictional features in the impact table and are therefore listed separately. Bank stabilization is considered a permanent impact and is monitored by the North Carolina Division of Water Resources (NC DWR) through 401 permitting regulations but is not considered permanent fill by the Army Corps of Engineers for 404 permitting purposes unless installed below the ordinary high water mark. Because bank stabilization and floodplain benches are not the same kinds of impacts and are tracked separately they should also be listed separately. Also, for the corrected submittal, please add bank stabilization impacts for the reconstruction of the impacted stream banks where the temporary diversion channel exits and then re-enters the existing stream. Also, I'd like to let you know that at this time most of our branch is working remotely, especially in the central office where there have been positive cases of Covid19 identified.
