Thank you for your response. Please provide an updated ePCN submittal showing flood plain benches listed separately
from bank stabilization in the impact table. Flood plain benches are considered permanent fill to jurisdictional features
in the impact table and are therefore listed separately. Bank stabilization is considered a permanent impact and is
monitored by the North Carolina Division of Water Resources (NC DWR) through 401 permitting regulations but is not
considered permanent fill by the Army Corps of Engineers for 404 permitting purposes unless installed below the
ordinary high water mark. Because bank stabilization and floodplain benches are not the same kinds of impacts and are
tracked separately they should also be listed separately.
Also, for the corrected submittal, please add bank stabilization impacts for the reconstruction of the impacted stream
banks where the temporary diversion channel exits and then re-enters the existing stream.
If you need additional training or information on impacts, please do not hesitate to contact me for help.
Regards,
Donna Hood

La r ry,
I have a note in our system that we did receive some of the information requested on March 17t", however it was noted
there was still some information missing.
I have copied the reviewer, Donna Hood on this response so she can further assist in this matter.
I'm sure she can provide you with the latest update on the review of this project.
Also, I'd like to let you know that at this time most of our branch is working remotely, especially in the central office
where there have been positive cases of Covid19 identified. It has affected the way our mail is sorted and distributed
throughout the building. If you could help spread the word to include me on the More Information Responses via email,
or better yet send them in through our electronic form system it would mean we can still provide you with the most
efficient service possible.
You can find all the electronic forms available at the following link and you can always email me for any assistance or
clarification. https://deg.nc.gov/about/divisions/water-resources/water-quality-permitting/transportation-

adjusted operations to protect the health and safety of the staff and public. Many employees are working remotely or
are on staggered shifts. To accommodate these staffing changes, all DEQ office locations are limiting public access to
appointments only. Please check with the appropriate staff before visiting our offices, as we may be able to handle your
requests by phone or email. We appreciate your patience as we continue to serve the public during this challenging
