Sullins Dee Freeman Governor Director Secretary December 7, 2009 DWQ Project # 09-1262 Nash County CERTIFIED MAIL: RETURN RECEIPT REQUESTED Mr. Mark Strickland Nash - Rocky Mount Board of Education 1400 Bethlehem Road Rocky Mount, NC 27803 Subject Property: Rocky Mount High School Ut to Maple Creek [030302, 28-66, WSIV, NSW] Ut to Tar River [030302, 28-(66.5), WSIV, NSW, CA] REQUEST FOR MORE INFORMATION Dear Mr. Strickland: On November 24, 2009, the Division of Water Quality (DWQ) received your application dated November 19, 2009, to fill or impact 0.138 acres of 404/wetland, 10 linear feet of perennial stream, 271 linear feet of intermittent stream, and 600 square feet of Zone 1 Tar-Pamlico River basin protected riparian buffers and 400 square feet of Zone 2 Tar-Pamlico River basin protected riparian buffers, to construct a high school at the site. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. If we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Please enumerate all riparian buffer impacts on the site plan and clearly label impacts (Buffer Impact 1, etc.). 2. This Office believes that the sports fields and gymnasiums can be moved or reconfigured to minimize the impacts to the stream No. 2 and wetland Nos. 1 and 2. Please revise the plans to minimize the impacts. 3. Please provide a more robust avoidance and minimization analysis and discussion. Please include plan options with site designs outlining other site development proposals with more or less impacts and explain why the submitted plan was the preferred alternative. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers.
