GENERAL The project site is located at the southwestern corner of the intersection of Centennial Parkway and Main Campus Drive on the NCSU Centennial Campus in Raleigh, N.C. The intent of this project is to develop the project site with a two-story building, mezzanine, catwalk, drives, parking areas, and utilities necessary to support the proposed building. 2. EXISTING SITE The existing site is currently undeveloped. The drainage area of the project site is mostly wooded. The natural drainage is generally from the east to west and flows into existing drop inlets and into an existing swale that is located in the northwest portion of the site. This site has an average slope of approximately 2%. There is an approximate 40-foot change in elevation from the east side of the site to the west side of the site. 3. PROPOSED IMPROVEMENTS Stormwater Management will be handled by the use of rur,:)ff devices per "Best Management Practices" guidelines of North Carolina State University/Centennial Campus. This site will incorporate a combination of methods to minimize stormwater runoff and to slow and infiltrate water near the source, rather than depending on one large device to control the entire watershed. Stormwater devices will be incorporated into the landscape plan to minimize negative impacts on the environment. Stormwater runoff from the site will be diverted directly into the new stormwater drainage system. The stormwater runoff from the southern portion of the site will flow through the new drainage system and into a level spreader that is located at the end of the system. The level spreader will allow the stormwater to sheet flow into an existing forested filter system so to avoid erosion at the outlet point. The back parking lot and rear of the site will drain to a new drainage system and into a proposed wet detention pond, which will be designed for "water quality" and "water quantity" purposes. This pond will have a forebay and vegetated aquatic bench for water quality purposes. The pond will have a controlled outlet structure and barrel pipe. The stormwater will then enter a vegetated filter to a new grass-lined swale and into an existing stormwater drainage system at the upper west side of the site. The pond is sized per "Best Management Practices" and will be sized to handle the rear of the proposed site, as well as, the stormwater that will be created by future development to the east of the current project site. The pond will contain a permanent water quality pool and temporary water quality pool. The permanent pool will be sized using the Surface Area/Drainage Area (SA/DA) ratio and will have minimum depth of 3 feet. This ratio is based upon 85% TSS removal. The temporary pool will be sized to detain the runoff volume from the first inch of rain. The outlet structure and barrel will be sized 1 t PJ to release the runoff volume associated with the first inch of rainfall over a drawdown period of 48 to 120 hours. The pond was modeled for the 10yr storm to verify that there would be no detrimental effects downstream. The total nitrogen loading in the stormwater runoff for the northern portion of this project was calculated to be 8.54 Ibs/ac/yr. The wet detention pond (25% reduction), the 30 foot vegetated filter (20% reduction) and the grass-lined swale (30% reduction) will all be implemented to reduce the nitrogen loading to 3.59 Ibs/ac/yr. This amount is lower than 3.6 Ibs/ac/yr which is the required reduction for total nitrogen removal for new development according to the Neuse River Stormwater Program for Nitrogen Control. A level spreader and forested filter strip, which has a nitrogen removal rate of 20%, will also be implemented to reduce the nitrogen loading of the southern portion of the project from 8.60 Ibs/ac/yr to 6.88 Ibs/ac/yr. This amount is higher than the required 3.6 Ibs/ac/yr and therefore additional BMP's would be needed or a one time offset payment of $1,082 would be in order. See attached calculations and plans for more detail. The Best Management Practice's (BMP's) design criteria for the level spreader and the wet detention pond were followed and meet the required specifications described in the N.C. Design Manual. 1 1 11 1 1 A 4. EROSION CONTROL CONSIDERATIONS All culvert inlets will be protected with temporary inlet protection and the outlets will have rip rap dissipater pads to minimize sediment migration through the storm drainage system and to protect against erosion. In addition, silt fencing will be located on the low side of the affected areas except where it would impede the flow of storm water in channels. The temporary construction entrance will be located at the entrance/exit point of the new work area. All erosion control measures are documented on the erosion control plan and detail sheet. Three sediment traps will be needed for this project. In the first phase of the erosion control plan, all three traps should be installed as shown on plans. During the second phase, the storm drainage system should be installed and sediment trap 3 should be removed. See calculations for the sediment traps. 5.
