the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis

Residential Flow Reduction Request
Dear Mr. McGougan:

On March 24, 2011, the Pretreatment, Emergency Response and Collection System (PERCS) Unit of the
Division of Water Quality received a flow reduction request for Hoke County connections discharging to the
Fayetteville PWC Rockfish Creek WWTP (NC0050105). The letter requests an allowable flow rate of 70
gpd/bedroom based on the evaluated data from the Westgate Subdivision lift station and water usage data.
The SCADA system data from the Westgate Subdivision lift station from June 2008 through May 2009
was analyzed by PERCS Unit and Regional Office staff. The highest usage month was September 2008.
Based on the data, the Division hereby grants a reduction in flow to 70 gpd/bedroom (minimum of 140
gpd for 1 and 2 bedroom residences) for Hoke County sewer extension permits issued tributary to the
Fayetteville PWC Rockfish Creek WWTP.
Regardless of the adjusted design daily wastewater flow rate at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES Permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connection(s).

Residential Flow Reduction Request

On March 24, 2011, the Pretreatment, Emergency Response and Collection System (PERCS) Unit of the
Division of Water Quality received a flow reduction request for Hoke County connections discharging to the
Fayetteville PWC Rockfish Creek WWTP (NC0050105). The letter requests an allowable flow rate of 70
gpd/bedroom based on the evaluated data from the Westgate Subdivision lift station and water usage data.
The SCADA system data from the Westgate Subdivision lift station from June 2008 through May 2009
was analyzed by PERCS Unit and Regional Office staff. The highest usage month was September 2008.
Based on the data, the Division hereby grants a reduction in flow to 70 gpd/bedroom (minimum of 140
gpd for 1 and 2 bedroom residences) for Hoke County sewer extension permits issued tributary to the
Fayetteville PWC Rockfish Creek WWTP.
Regardless of the adjusted design daily wastewater flow rate at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES Permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connection(s).
