Duke Energy Progress, LLC (Duke Energy) submits enclosed the updated background groundwater
dataset through October 2019 for the Asheville Steam Electric Plant (Asheville). These data were
used to calculate updated background threshold values (BTVs) for groundwater. The calculations
were completed consistent with the "Statistical Methods for Developing Reference Background
Concentrations for Groundwater and Soil at Coal Ash Facilities" dated May 2017 and prepared
under the guidance of the North Carolina Department of Environmental Quality (NCDEQ) by HDR
Engineering, Inc. and SynTerra Corporation.
